Abstract


Village Representative Body (BPD) consist of rural informal leaders,
functioning as village customs custody, making village rules, taking and
channeling the villagers aspiration, as well as supervising the running of village
government. In this local autonomy era it is proved that the existence of BPD
creates many problems and conflicts with the village government. The main
reason for this condition is that it is often BPD is said to be over acting in realizing
its power as it feels to be the authorized representative body in the village level.
If BPD members are not fully aware and realize their duties, function and authority,
there is a potency that BPD could be a source of continous conflict. Therefore,
there should be re-analysis on the existence of BPD.
