The birth of the law No. 22/1999 as an agenda of basic changes has been
very important for the implementation of local government in Indonesia. Through
this law, the implementation of local government has been directed to the system
of decentralization by emphazising on the regency and municipality. It has been
done as an effort to democratize the government system. Moreover, as a
corrective policy, the implementation of local autonomy policy is expected to be
able to correct the drawbacks of the previous centralistic policy of local
government. It is necessarily reminded that centralism has made Indonesias
development failing to enhance its potenticies and to respond to the growing
aspiration and dynamics in the local areas. Therefore, several actions must be
taken in order that the implementation of local autonomy will achieve the intended
goals. They are as follows: preseving sovereignty; focusing development efforts
to increase the peoples welfare; creating an effective monitoring mechanism
through a credibile, transparent, responsive, and accountable government. Above
all, efforts to democratize and decentrale the implementation of local government,
are determined by a good will of the central government.

The leading cause of Maternal and early neonatal death are mostly
preventable with early recognition and access to skilled care. Although antenatal
care coverage is high, the quality of care is reported to be poor and the percentage
of delivery by skilled providers is only 66% despite targeted government efforts.
Thousand of womens lives could be saved if pregnant women were attended by
skilled health personnel during delivery and were able to access obstetric services
for complications. Insufficient quality of care during pregnancy and delivery and
in the context of the economic crisis, payment for maternity services, especially
emergency services, has become a major obstacle to service utilization. Access
and utilization hinge both upon transport and a range of economic, sosial, cultural
and behavioral faktors including womens ability to decide when and where to
seek care. To address specifically some of these problems, the President of the
Republic of Indonesia launched Making Pregnancy Safer (MPS), a healthfocused
initiative, in October 2000. A National Strategy for MPS was developed
and launched in November 2001. The MPS strategy focuses on what the health
sektor, working in collaboration with other partners and sektors, can do to ensure
that all pregnancies are wanted, that women can go safely through pregnancy
and childbirth, and that infants are born alive and healthy.

The objective of this action research were to identify potential conflict
and collaboration based on city development components as well as to facilitate
possible collaboration among cities and district around Semarang Metropolitan
City. The area of Semarang metropolitan city includes Semarang city itself, as
well as Kendal, Semarang and Demak regencies. FGI, FGD and workshop
were applied in the present study. The results showed that there are several
potential conflict which can be resolved into potential collaboration on six city
development componentsI.e.housing, waste treatment, clean water
management, waste / rubbish management, drainage, and flood and road
management. An agreement on the institution which is going to manage the
collaboration and preparing detail plan is needed in the near future.

Increasing health access and quality of health services for poor is needed
now days. Health Department through reducing oil subsidy programme allocated
financial in order to tackle the problem of low access and services for poor
households. This programme strategy is giving free access on basic health
services and collaborated with PT.Asuransi Kesehatan (Health Insurance
Services) in order to manage these services by means equity and quality. Based
on research results is still found that distribution on health card has many
obstacles such as administrative boundaries, socialization is lack due to low
capacity and schedule, while most of poor society did not know what actually the
outcome of programme. Local government tend to reject the programme because
they realized that the programme should not privatized centrally, local government
have to decided own self what the strategy implementation would be implemented.

After the direct election of the 2004 Indonesias President, what phenomenon
will follow? The Indonesian people are waiting for the emergence of an ideal leader
who is expected to bring their country to a just and prosperous society in facing
the global village era. Is this expectation will come true? What should be done by
the new government? Decentralization and local autonomy as well as good
governance, are mandatory prerequisites. Check and balance among legislative,
executive and judicative branches of government, as well as minimizing
primordial attitude, better financial and trade management are among important
homework for the new President. Problems will arise based on the plurality of the
people. Therefore the new President should give serious attention to the multi
cultural dimension of the people in order to create a New Indonesia.

Therefore quality assurance is very important to realize the FISIP quality. The theory that used in the research is the implementation theory with use three influencing factors of quality assurance implementation, there are communications, participation, and executor attitude. Research method used in this research is descriptive qualitative approach as a unit of analysis, while the techniques of collecting data obtained through interviews with informants, documentation, observation and book study.
Conclusions that can be obtained that in a healthy organization, a continuous quality improvement should become its primary concern. Quality Assurance should be internally driven, institutionalized within each organization's standard procedure, and could also involve external parties. However, since quality is also a concern of all stakeholders, quality improvement should aim at producing quality outputs and outcomes as part of public accountability.

Population is an integral part of national development issue deserves
special attention since it is aimed at empowering the society, as well as arising
the peoples initiative, creativity and participation. The main goal is the
enhancement of service for a better welfare of the society. However population
problems are so varied, making population policies face many challenges in the
practice of governance. This research is aimed at giving population policy
alternative, with five provinces as samples (Riau, East Java, South Sulawesi,
Bali and East Nusa Tenggara). Its finding include a great variety of population
problems and policies in these areas. The authority of municipal and regencies
areas in the general governance practice should be better regulated so that these
areas get clearer and better consistency as a basic to handle their population
problems.

structure. Therefore, its development should be integrated and sustainable. All
elements such as business, local government, legislative, intellectual, bank,
related institutions and security have to share same perception in creating just

By these means, the national government should refine the organizational performance and one of the most important thing is how to improve the performance measurement. These indicators should be interrelated by others and would appropriate in improving performance measurement.

Democratization process as one aspect pf the implementation of Law
Number 22, 1999, in rural areas is an interesting phenomenon, including the
case of Kalipang Village. This article is focused on autonomy, governance and
decentralization aspects, based on the fact that there are some weaknesses in
the democratization process in Indonesia related to governance in rural areas.
Although the peoples participation could be channeled through Village
Representative Body (BPD), but this institution also faces some problems. The
educational background of BPD members in Kalipang is good enough, but their
professionalism in doing their job are still questionable. Meanwhile, the
professionalism of Head of the Village is not so good, but his leadership is good
enough. He is open to the peoples participation and is able to unite his people.
However, there are some problems related to the peoples participation. It is
recommended that BPD can play a stronger role in the future, for the sake of
better democratization implementation in rural areas.

There are so many historical buildings regarded as the cultural preserve
that must be kept in Semarang. The government policy in the Mayors Decision
Letter No. 646/50/1992 thats about the conservation of the old historical buildings
in Semarang and it has not run well because of the infraction of the regulations.
The infraction of the implementation policy can handled if there is a good
communications between the government of Semarang City and the owners of
the buildings. The Major, as the decision marker has to hear to the public
aspiration. To make commitment and to synchronize the importance of
economical sector and the effort to keep the buildings as the cultural preserve,
is needed as well. Besides that the regulations must be revised and then the
government issues a new Regulation District that is better and make a realist all
the buildings which must be kept.

Competency level of each country and its institutions is the key for
success in this globalization era. Internal dynamics of government institutions
badly needed in adapting themselves with the global society dynamics. The
realization of excellent, accountable, transparent and non-discriminate public
service in this global society lies in the hands of public organizations. Due to
this, decentralization model (local autonomy) is a must to enhance quality of
public service delivery. Reinventing government principles should be applied
by public organization in order to provide efficient, effective, cheap, fast and
qualified service in line with the societys satisfaction as the main target of public
organization, since societys demand for the betterment of public service delivery
escalates. Therefore it is recommended that in this local autonomy era the
local government should pays serious attention on service quality dimensions
besides making local regulations that accommodate the society to participate
as informant, corrector and evaluator of public service.

ANALISIS TRADE-OFF SEBAGAI ALAT ANALISIS KEBIJAKAN PUBLIK

Trade-off analysis is a method to get accommodative public policy through
public policy analysis by involving stakeholders with diverse interests. These
interests should be wisely managed to get a win-win solution. This method is
especially beneficial to analyze natural resource, environment and other policies
that heavily related to public interest. This method is started with stakeholders
analysis as suggested by Brown (2001). It is a system to collect information
from individuals and groups that have influence in deciding, gathering information,
and analyzing conflict possibility arise among interest groups in the targeted
trade off method implementation. Alternative selection criteria should employ
multi criteria method, meaning a set of alternatives that should be judged based
on a set of criteria covering among others ecology, economy, and social aspects.
Each criterion is divided by a number of sub-criteria and judgment variables.

It happens because PT BHP has to market its education like a private organization. To make the implementation of public relations program consistent to the programs’ objectives, a process evaluation is needed. Though, many evaluations of public relations programs are more frequently done in the point of view of Administration and Management discipline, a process evaluation of the matter on the basis of Public Policy discipline is worth trying. The reason is that these different evaluation approaches will give different pictures of the evaluation results. Each of these gives a different emphasis and it is theoretically possible.

This article presents interesting suggestions on various alternatives for
the new design of management system for civil servant proposed by a number
of observers and bureaucrats. However, they have not touched the most basic
and profound problems. Human resource development, especially the civil
servant, is a priority since it is a prerequisite for an excellent service and guidance
to the society. The new public service principles should be implemented
comprehensively and consistently in line with the existing situation and
environment, both internal and external. One among the important prerequisites
is high morality of the civil servants. The policy makers, both at the central and
district levels, should make efforts to correct the weaknesses in the management
system of civil servant in Indonesia.

The purpose of research is to know the implementation process and also to know some factors which influence it and finally it is going to give recommendation for improving of PPK. This research is a kind of phenomenology perspective and qualitative research. The certain objective of PPK are improving the society’s earning, the ability social institute, and the society’s participation. Some factors which support for implementation of PPK are policy planning, clarity order of policy, the policy informing, the stakeholder’s of implementation; financing, the organization culture, to sell asset, the stakeholder’s attitude and the performance of target groups to get successful implementations of PPK in Tempuran.
Therefore, the members of socialization must have good understanding of background, the objectives and PPK principles. they must know the rule and objectives of PPK. The technical procedure and implementation are not only to regulate some main plots, but also innovation and creativity based on the certain condition in their region.

Village Representative Body (BPD) consist of rural informal leaders,
functioning as village customs custody, making village rules, taking and
channeling the villagers aspiration, as well as supervising the running of village
government. In this local autonomy era it is proved that the existence of BPD
creates many problems and conflicts with the village government. The main
reason for this condition is that it is often BPD is said to be over acting in realizing
its power as it feels to be the authorized representative body in the village level.
If BPD members are not fully aware and realize their duties, function and authority,
there is a potency that BPD could be a source of continous conflict. Therefore,
there should be re-analysis on the existence of BPD.

The condition of street children population in Semarang when the
research was being held was recorded 5.116 children. This research is a
Summative Evaluation which is aimed at observing the target achievement after
a program and activity being held for a certain time, which in this case is to
evaluate performance of the officials or managers in developing input and output
factors to attain indicators of outcome, benefit and impact, especially for prosperity
of street children as the beneficiaries and for prosperity of public sector in general.
After all, we can conclude that evaluation result toward the officials performance
in managing Sheltered home can bring the activities of Sheltered Home to be
better in quality, and at the end, may result in behaviours change of street
expected to have productivity and become more conducive to their social
environment.

In order to be able to compete in this global era, the enhancement of
public service through decentralization model should be the focus of governance.
Decentralization model in Indonesia is the application of Law No. 22, 1999 on
Local Autonomy which stipulates that each autonomous region has the authority
to manage the local societys service interests according to its own initiative, as
well as based on the society service needs. Public awareness on their right to
receive excellent public service has increased. Therefore reinventing government
spirit should be transformed into public service, in which one of its principles is
costumer oriented government, focused on societys service needs and
satisfaction, not on the bureaucracys.

Local autonomy as an application of decentralization is needed to place
public service close to the people in cities and regencies. The split up of one
local government (regency, city) into two local governments is a common practice
in this local government era, which is said as part of an effort for the betterment
of public service delivery to the people. In practice, this split up cause some
negative impacts because both the government and the people are usually have
not ready yet in terms of social, cultural and economic aspects. Among the
impacts of the split up of Musi Rawas Regency is the emergence of conflict
quarrelling for local potencies. This is because Musi Rawas Regency as the
mother-regency does not want to loose asset it has long developed and constitute
as its important local revenue sources. Therefore, in the split up area local
indigenous wisdom of elite and bureaucracy is badly needed.

This article is about the result of a research on the evaluation of service
quality of social organizations in Surakarta City by implementing servqual
method, with an aim of knowing service quality index of these organizations seen
from a gap between perception and expectation of service receivers, and the
important dimensions of service quality for service receivers. This research
employed descriptive design through survey and qualitative approaches, with
40 service receivers and 10 management personnel as respondents, taken by
random sampling from 7 social organizations in Surakarta. Data was collected
through triangulations approach with questionnaires, interview and observation,
and then analyzed quantitatively by using servqual instrument and importanceperformance
matrix. The result shows that the gap between perception and
expectation was relatively good, but was not good in empathy dimension. The
relatively important decisive dimension of service quality for service receivers
was assurance dimension. Therefore the service quality of social organization in
Surakarta City should be enhanced by implementing all attributes lie at quadrant
A of service receivers interest.

Inter-regional cooperation tends to be bureaucratic and inflixible. In the alteration process of regionalization to regional cooperation, the first initiative of the regionalization establishment which characterized centralistic regionalization does not affect the development of a regionalization to regional cooperative organization or persistent to be a spacious region. There are some more determining factors. The Communications Model of Intergovernmental Policy Implementation, which proposed inducemnet and constraint factors can be used as reference adds some variables in the regional cooperation, such as:local egoism, limited regional capability, etc. Common error in inter-regional cooperation is in applying Weberian bureaucratic principals in the format of inter-regional cooperation. excellent service delivery is not always available. There area various problems
hampering efforts to increase service quality faced by any organization, such as
the Pawnshop Office of Semarang. The main function of this organization is to
loan money to those willing to entrust his belonging to this office. Semarang has
nine Pawnshop branches. However, their service quality has not met their
customers hope. Therefore they are considered less satisfying the people. This
condition should be improved for the sake of realizing this organizations mission.

ideology. This is a positive sign toward the new democratic Indonesia. While the
1945 Amandement is expected to encourage public political participation, there

Policy design must pay on attention to the citizen. That will be have a good result if the actor of policy makers have capability and commitment. Capability on understanding the nature of problems and how to make a good policy. Commitment to make the implementation doing right.
The policy of subsidized manure make the farmer difficult to take it for their land. Subsidized manure distribution mechanism did not going properly. That make the farmer mistrust with government who make the policy. For every case, if citizen did not trusted with government, every policy that government took would not responded.

The direct election of Head Local Government this year signs the
implementation of democratic process in Indonesia since the people have an
opportunity to elect those having strong legitimacy among the society, giving the
people sovereignity, and strengthen the local government in implementing good
governance principples. It is also an opportunity for a civic education for both the
people and political parties, enhance the peoples participation, encourage the
cultural transformation of governing to giving service among government
personnels, as well as encourage informal institutions (including non-government
institutions) and the press to strengthen local democratization. Therefore it needs
a well planned and qualified planning for its successful implementation. However,
the realization of a stronger local democracy needs also other factors, such as
the environment and political party institutionalization, the absence of central
political party intervention, the realization of political party as the peoples aspiration
channel, and the higher participation of the local people. This direct election is
expected to be an electoral reform for a better political condition at the local
governmental level.

It is focusing especially in doing recalibration on kWh (kilo watt hour) meter. The research is located in Metrology Bureau of Surakarta city. While the aims of the research are to know how recalibration occurs, why it cannot occur optimally and is there any correlation among policy factors, human resources, communication, and environment which influences the process of kWh meter recalibration. In supporting this research, therefore, some respondent are picking as the sample (the users of kWh meter that are household, R1 450 VA and R1 900 VA). Meanwhile, the problem formulation appears based on some indicators. Each of them is describe in questioner, which is proof the hypothesis. As the result, the research says that there is positive low rate correlation among the policy content, human resources, communications and environment toward recalibration of kWh meter in Metrology bureau of Surakarta city. While communication has positive correlation but in low rate not significant.

Local autonomy policy encourages municipal and regencial government
develop these areas, and enhancing their creativity in collecting Local Revenue.
Therefore, inter regional cooperation is a cumpolsory as each area is
geographically and psychologically connected.
Due to this the goverrnment has formulated a number of policies for the
realization of inter area and inter regional cooperation. Efficient and effective
cooperation between each area will be beneficial for the development of these
areas in particular, and for each province in general.

performance manifested among others in serving and not hampering atitude,
simple and transparent for everyone and not only for several people. The
meaning of public administration as an institution which realize governance
service, focused on service the public, has to be well realized by all government
apparatuses.

Due to the improving law capacity and public administration,the structure
of regulating public services will be a most important aspect whichs need to be
studied more deeper and comrehensive. Most cases whichs found in the recent
studies shows that public services regulations is just related to the meet the task
and procedures. Most public services regulation is fragmented and split both
locally and nationally.The most important finding show that the regulation has the
different standard of concept and value. So, the public services in Indonesia is
remain problematic and unmanageable.

The aim of this research was to : (1) identifying the function of governor,
regent and mayor as implementers of general governance; (2) giving suggestions
on the restricting of general governance function executes by the governor,
regent and mayor toward the realization of the unity of Indonesia state; (3)
giving recommendation on a clearer and better role and function of local
representative and central government representative in the provincial, municipal
and regencial level. This research was done in six ex-districts in 15 regencies
and cities of central java province. Data collection employed in-depth interview
technique. Data analysis was done qualitatively through data classification.
Recommendation given after analysis of the research finding is that there is a
need for the betterment of law number 22, 1999 in the realization of governance
in the province, regency and municipality.

PERSPEKTIF EKONOMI IMPLEMENTASI UNDANGUNDANG NO. 32 TAHUN 2004 TERHADAP PELUANG INVESTASI DI DAERAH*

Opportunity to invest is greatly influenced by opportunity to get revenue
from that investment. Revenue greatly depends on market opportunity of the
product, and the production cost (including administration and other incremental
variables). Indonesia tries to get as many investors as possible. However,
decentralization policy is among factors hampering this effort, since local
governments are encouraged to get as much revenue as they can. Committee
of Local Autonomy Implementation Monitoring found in 2002 that about 85 %
businessmen, including those in local areas, have to pay unofficial cost to certain
government personnel in matters related to their business. Besides, there are
also problems related to time duration for investment implementation and
inconsistent policies. These factors make Indonesia less interested for investors.
Provincial government should have an authority to coordinate local governments,
paving the way for sincronized local rules for a sound investment climate. Besides,
the strong position of a Mayor or Regent in line with the direct election of Head of
Local Government starting from June 2005 is hoped to create a stronger local
political stability. Added with the implementation of the Presidents Decision No.
29, 2004, on one-stop investment service, it is hoped that Indonesia will be more
interesting for investment.

Poverty means that someone or a family lives in deprivation according to
certain standards, inability in terms of physical criteria, minimum or no access
to get means to meet various needs for life, and minimum or no access to get
involved in policy making. Poverty is caused by inside and outside factors. The
inside factors are attitude and culture. Meanwhile, the outside factors are rooted
in situations where the state does not take side to those who are fragile and
marginalized, and also because in certain level the state maintain exploitative
and discriminative social values. Therefore, people-centered empowerment
should become the basis for the government for its poverty eradication policy.

Private and public interests are in a continuum line that dynamically
changes according to the situation at hand. The government as the guardian of
public interest should balance these two interests. Based on the state philosophy
and societys values, the government should give priority to public interest than
the narrow private interest, and showing this principle in its policies. The state
officials have to show and implement this principle. Public interest should be
guaranteed with law supremacy, by showing strong commitment on no one is
above the law principle. Therefore the implementation of good governance is
compulsory, to create an excellent service to the public.

Hotels’ disturbance permission is purpose to control every hotels’ activity causing disturbance, danger, and loss which disturb continuity of works and public’s loss. This research purposes knowing satisfaction to hotels’ disturbance permission making service from DTKP Semarang to hotels in Semarang. The indicator of satisfaction is service procedure, officer’s clearance, quick service, proper and assurance cost service. Due to this research, the quality of Hotels’ disturbance permission making service at DTKP Semarang is not good enough. This shows from difficulty of service process, un optimal quick service, another fee beside cost service, and from officer services which causes un satisfaction of hotels’ disturbance permission making recipient.

Migration is one of human rights arranged in The Human Rights Act Number
39, 1999, stating that every Indonesian has the right to migrate, move, and live
in the area of Republic of Indonesia. Therefore no region has the right to forbid
any person to migrate in order to improve his/ her living standard. Migration
occurs due to push factors in the orginal area and pull factors in the destinated
area. The best considered strategy to handle migration is by reducing any interregion
gaps through cooperation by maximalizing local potencies and resources
and the existing policies and regulations.

The Law No.24 1992 on Spatial planning has a basic weakness in this
public policy formulation and implementation, in the absence of sanction for
those disobeying this law. This is also the case for the Law No.4 1996 on Area
Management Plan of East Java Province. The implementation of this law also
shows some weaknesses in the way it shows various unrealistic and partial
implementation, as well as focuses more on modal (money) rather than moral,
as well as denying the basic concept of sustainable city.

Influence between independent variable with the dependent variable show : pursuant to Test of Rank Kendall, (1) it means that there are relations/correlations between independent variable motivation with the organizational effectiveness, with the correlation coefficient is equal to 0,459** on significant level of equal to 52,9%; (2) it means that there are relations/correlations between independent variable leadership and effectiveness, with correlation coefficient is equal to 0,462** on significant level equal to 75,0%; (3) meaning that there are relations/correlations between independent variable discipline with the independent variable organizational effectiveness, with the correlation coefficient is equal to 0,531** on significant level 62,5%, while (4) meaning there are compatible relations between independent variable : motivation, leadership, and discipline and the organizational effectiveness with the significant level equal to 95%.
