As a regional organization, ASEAN has responsibility to solve the problem in Korean Peninsula. ASEAN’s involvement in effort to solve the problem in Korean Peninsula can be seen by the existence of ARF. Besides ARF, ASEAN also has many cooperations with other parties-involved that can be exploited as an instrument to solve the problem. However, ASEAN’s involvement only limited to the providing forum (ARF) for the parties involved in the problem. The limitation of ASEAN is interesting to discuss since it proved to be fail to provide concrete outcome. This writtings try to find the reasons behind the inability of ASEAN to solve the problem. Specifically, this writtings use the concept of bandwagon to analyse the cause of the limitation. The main argument of this writing is the inability of ASEAN is caused by bandwagon behavior of ASEAN countries to great power that involved in this problem.

This book consists of 8 chapters that explain the strategic value of the Indo-Pacific region with the presence of strong rivalries such as China, Japan, and India that continue to take place at the regional and global levels which are still colored by the emergence of the role of the US. The first chapter discusses the growth of major powers in world order. The second chapter explains the rivalry of China and Japan in the region. The third chapter describes the rivalry of China and India in the region. The next chapter explains Indonesia and the rivalry of the major powers followed by aggressive Chinese expansion and sluggish Japanese performance. In the last three chapters this book tells a lot about Chinese gunboat diplomacy, the low intensity of Indonesia's relations with India, and conclusion about foreign policy doctrine and Indonesia's response.

This paper describes the Indonesian government’s efforts in developing Mandalika through the framework of the nation brand ‘Wonderful Indonesia’. This effort is a form of government commitment to make Indonesia the world’s maritime axis. If derived from the tourism sector, it can be interpreted as making the maritime tourism industry a top priority. This is manifested by the launch of 10 Priority Destinations where 8 of the 10 destinations are the maritime tourism industry, one of which is Mandalika which is located in West Nusa Tenggara. The government has made efforts to develop the 3A sector, namely accessibility, amenities and attractions. The development is managed by PT ITDC, a state-owned company engaged in the tourism sector and collaborates with foreign investors. In addition to the development of 3A, efforts were made to promote abroad as a form of public diplomacy and a form of efforts to promote the Mandalika Area in the corridor of the ‘Wonderful Indonesia’ branding.

Assessing the effectiveness of international regimes has become a central topic for scholars and policymakers. Realist argues that national interests determine whether or not states comply with international regimes. This article offers an alternative account by analyzing the anatomy of the agreement. Using the case study of the “ASEAN Five-Point Consensus” on Myanmar, this article employs the concept of legalization derived from institutionalist theory which is used to assess the degree of institutionalization of the international agreements characterized by three dimensions; obligation, precision, and delegation. The central thesis of this article is that the “ASEAN Five-Point Consensus” on Myanmar is a sort of soft law due to its strong weakness in three dimensions. It implies that the agreement will not be properly implemented by ASEAN member countries, especially by Myanmar’s military junta. This article concludes that the effectiveness of the “ASEAN Five-Point Consensus” on Myanmar depends not only on the states’ national interests but also on the degree of institutionalization of this agreement. The soft law character of this agreement is strongly influenced by the culture of ASEAN’s decision-making mechanism which puts a strong emphasis on the consensus in crafting non-obligatory agreements.

Artikel ini bertujuan untuk menganalisis perdagangan sawit Indonesia dengan india menggunakan perspektif sistem dunia. Indonesia merupakan produsen sawit terbesar di dunia yang memasok lebih dari setengah kebutuhan sawit global, termasuk India. Artikel ini menemukan bahwa meskipun volume perdagangan dengan India berada pada angka yang tinggi, namun keuntungan yang didapat Indonesia cenderung menurun. Ketidakmampuan Indonesia dalam mengontrol harga sawit, salah satunya disebabkan karena masih bergantung pada permintaan global. Artikel ini berpendapat bahwa India mendorong basis produksi sawit yang murah ke negara peripheral seperti Indonesia yang berdampak terhadap kondisi ekologis masyarakat lokal, yang diperparah oleh dominasi kapitalis global terhadap penguasaan lahan sawit di Indonesia. Artikel ini membuktikan bahwa terjadi distribusi yang tidak setara antara benefit dan cost dari perdagangan sawit Indonesia dengan India, terutama pada aspek ekologis dengan Indonesia berperan sebagai negara peripheral.

This paper is attempted to describe Indonesian policy in dealing with Rohingya Refugees in
Aceh in 2015. This paper took the specific interest on securitization of migration theory to analyze
the issue. This paper sketches three important points regarding Indonesian policy to solve the Rohingya
refugees problems in Aceh. First, Indonesian Government will make new policy by adjusting
the existing legislation on refugees. Second, Indonesia will accommodate the displaced Rohingya
people. Third, Indonesian Government will work together with international community to solve
the problems of Rohingya refugees.

This paper explains why Humana, as a Non-Governmental Organization (NGO), provides education to children from Indonesian Migrant Workers (TKI) in Sabah Malaysia. Humana as an NGO in Malaysia has been provided education for marginalized children in Sabah. In fact, Indonesia has given attention to the education of TKI’s children in Sabah. However, Humana continues to provide education services to TKI’s children in Sabah. Humana has a reason to keep up on this issue. This paper collects data from the Indonesian government, including Indonesian Embassy in Malaysia, and the NGO Humana. This paper finds that Humana has a basic idea that encourages targets and goals which in turn provides education for TKI’s children in Sabah.

Japan is one country that is consistent with green policies both in domestic and foreign policy through the Chonaikai movement and the green industry. The policy cannot be separated from the role of the development of Japan’s green groups that emerged since the world oil crisis of the 1970s. However, in 2011 there was a policy inconsistency marked by an upward trend in Japanese investment in developing coal-based projects. The biggest investment is in Indonesia in the development of the Batang PLTU. Batang PLTU is a national strategic project as a result of the 2005 Infrastructure Summit which is inconsistent with green politics in Japan’s foreign policy. This article analyzes Japan’s supports the Batang PLTU project using Lovell’s foreign policy process approach. This article argues that Japan’s decision to invest in the Batang PLTU project cannot be separated from the existence of information input in the form of domestic demand, domestic opinion, domestic interests, and Japanese domestic needs. This is inseparable from the financial and political power of business groups that are able to indirect lobbying and direct lobbying.

This research introduces the concept of "Mundane Circular Economy Policy" (MCEP) in the study of International Political Economy (IPE) and explains how this paper relates to broader IR issues such as sustainability, global economic dynamics, and global education policies. The research methodology employed is Multi Criteria Mapping, which analyzes complex and uncertain issues like Circular Schools. Through the participation of 22 primary school principals in Central Java, three outputs were generated from this research: (1) a map of circular school policies, highlighting 58 policy initiatives that implement the 5R principles (Reduce, Rethink, Reuse, Repair, Recycle); (2) a map of assessment criteria for circular policies; and (3) a mapping of optimism and pessimism in implementing the 5R principles in circular schools. These outputs have significant implications within the context of IPE, as they demonstrate how schools can act as agents in creating economically and politically sustainable environments.

Many countries are trying to fight against drugs, but it is not easy as drugs have very high economic value. This make the producers and distributors keep struggling to expand their markets for getting larger profits and fulfilling the demand of those markets. Basically, Indonesia and Mexico face the same problem, drugs circulation. Both countries use different approaches which resulted on the different impacts from the implementation. This paper discusses about the implications from those differences on the same policy to fight against drugs.

Values and Norms Matter: Ketidakikutsertaan Indonesia dalam Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships (ReCAAP)

This article examines Indonesia’s choice to not join the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP). Piracy is a transnational crime that requires cooperation to deal with. Asian waters has a high level of piracy, especially in the Malacca Strait and Indonesian Waters. ReCAAP, as a regional institution, was formed to deal with piracy and armed robbery against ships in Asian waters. Indonesia has been choosing not to join ReCAAP to combat piracy and armed robbery against ships. The purpose of this article is to explain the causes of Indonesia’s rejection to join ReCAAP. This article uses literature study by collecting related data piracy in the Malacca Strait and Indonesian waters. Beside, this article collecting related data about Indonesia foreign policy. In the end, this article shows there are non-material factors that influencing Indonesia’s behavior not to join ReCAAP. The non-material factors are historical, values, and norms.

Pancasila dan Tujuan Pembangunan Berkelanjutan: Jalan Menuju Masyarakat Kosmopolitan

This paper reveals two important things: first, to show the relevance of the Pancasila with Sustainable Development Goals (SDGs) as a global norm which both are understood in this paper as embodiment of cosmopolitan values. Second, this case study reinforces the argument that the state remains important and its existence is not a barrier to the achievement of cosmopolitan values. In the middle of the debate over the durability and relevance of the state sovereignty, this paper shows that it is not barrier to cosmopolitanism – as is often argued by critics. Thus, at the level of international organization, the existence of cosmopolitan values are reinforced by state-level commitments to democracy.

Artikel ini membahas buku berjudul 'Sanksi Ekonomi: Tinjauan Politik dan Diplomasi Internasional yang ditulis Mohamad Rosyidin dan Elpeni Fitrah. Buku ini sangat komprehensif, terstruktur dan sistematis. Hal tersebut tersurat dari komposisi buku yang disusun. Para penulis membaginya kedalam dua bagian utama. Bagian pertama, para penulis berfokus menjabarkan tentang sanksi ekonomi dalam tataran perspektif teoritis dan bagian kedua, memberikan fokus bahasannya pada beberapa studi kasus penerapan sanksi ekonomi. Inilah yang membuat para pembaca buku ini menjadi lebih paham terkait sanksi ekonomi. Pemahaman ini tercuat karena tidak hanya sekedar dibahas pada tataran teoritis, juga menjadi lebih paham pada beberapa studi kasus secara faktual. Pembabakan seperti ini memberikan pemahaman lebih jelas kepada para akademisi HI memandang sanksi ekonomi ke dalam beberapa perspektif HI, oleh karenanya menjadi penjelas sekaligus pembeda bagaimana beberapa perspektif HI memandang satu fenomena yaitu sanksi ekonomi. Hadirnya beberapa contoh kasus dalam bab buku ini mengindikasikan pula kekuatannya, dengan kata lain, pembaca dihadapkan langsung ke dalam penerapan perspektif HI, keberhasilan/kegagalan serta dilema yang dihadapi dalam penerapan sanksi ekonomi.

This paper describes the paradiplomacy of the Jember Regency. This paper shows that the Jember Regency’s paradiplomacy through city diplomacy can act as an actor who can cooperate with countries such as Japan and Canada in various fields in order to be a safe and comfortable regency. In doing so, the local government seeks to create international connections through sister cities and smart cities. This effort is a strategy to enter the digital era, which demands more innovative and creative regions. Jember Regency uses a conservative type of paradiplomacy which in line with the Ministry of Foreign Affairs as the foreign relations coordinator. Thus, the relationship built is in the form of a joint coordinator formula and parallel harmony between the capital city and the local government. In addition, educational cooperation was conducted by the University of Jember as a form of soft power to introduce many foreigners’ artistic identity, values, and local culture.

Indonesia is one of the fourth largest producers and exporters of coffee beans in the world. Coffee can be used to promote Indonesian culture abroad as well as to increase the potential of coffee in supporting the nation's economy. This approach is called Coffee Diplomacy, which is a gastrodiplomacy approach by utilizing coffee in the form of beverage dishes. Coffee diplomacy is a new tool for Indonesian soft power diplomacy to strengthen Indonesia's bilateral and multilateral relations with other countries, carried out by not limited state actor, but also non-state actors including individuals. This shows the ability of Indonesian coffee as an instrument of cultural and economic diplomacy. The culture of coffee beverages in various regions in Indonesia is closely related to the culture of tolerance in Indonesian society. In the context of international relations, Indonesian coffee diplomacy is a nation branding effort aimed at building a positive image of Indonesian culture, while creating opportunities for economic cooperation to improve the welfare of the Indonesian people.

Modernity is a large concept that can be found in many disciplines, such as philosophy, history, sociology, anthropology, political economy, and International Relations (IR). One of many significant infrastructures of modernity is the concept of nation-states, the definition of which can also be found in the aforesaid disciplines. This article will elaborate on the concept of modernity concerning relations between nation-states and non-nation-states such as native local communities in which rooted in those multi-disciplined courses. This article argues that imagined nation-states of the Westphalian system impose, imprison, and marginalize native communities from within. The birth of nation-states in the European Western discourse has created marginalization of native communities around the world. Using some examples of Indonesian natives, this article shows that modernity is political. The politics of modernity either instrumentalized or marginalized and forced the Indonesian natives to obey the standardization of the Indonesian Westphalian system. As a result, since the Dutch colonialization up to now, the Indonesian natives have not yet embraced full citizenship rights because they are marginalized, subjugated, and discriminated against politically, economically, and socially.

Japan has been playing an important role in the international society, especially in the field of the development of developing countries, through its ODA (Official Development Assistance). Indonesia, which has the biggest economic potential in Southeast Asia, is the largest recipient of Japanese ODA. Economic cooperation through ODA now functions as the core of the amicable bilateral relations between the two countries. However, ODA alternatively has had some negative aspects on its recipients. Some of the ODA projects (called Mondai-ankens) have actually triggered various problems at project sites and have consequently afflicted the local people. The most well-known mondai-anken that aroused national discussion on ODA policy is Koto Panjang Hydropower Plant Project implemented in Riau Province, in 1991-1997. The local community has been critical of Japanese ODA since the implementation of the project, which was done in a coercive manner under the Soeharto administration, caused costly damage to the local people such as poverty, scarcity of food, environmental destructuion, and so on. Although the mondai-anken issue caused considerable damage to the recipient country’s people, and the local commnity filed a complaint to the donor country, this issue had no political impact to the bilateral relations between the two countries.

Under Joko Widodo presidency, relations between Indonesia and China has increased dramatically. It is mainly marked by set of effort to intensify economic cooperation between the two countries, both in the investment and trade sectors. However, at the same time the two countries also involve in the territorial disputes, particularly in the Natuna’s waters area. Against that background, do these two different dynamics affect each other? This paper argues that two distinct dynamics circling the Indonesia-China relationship have no significant influence each other. This is because Indonesia’s diplomacy with China in economic and sovereignty has different character and structure of interests. In the economic field, relations between Indonesia and China have been pursued on the principle of pragmatic cooperation in the effort to increase trade and investment relations. While in the Natuna’s issue the relationship between the two countries is based on the principle of strategic importance. This article also argues that China’s investment flows to Indonesia in some infrastructure financing, does not affect Indonesia’s firmness in maintaining Natuna’s sovereignty.

ASEAN and Australia has a long history of mutual partnership. It is a strategic foreign policy for both parties. ASEAN needs to maintain its power and influence with their neighboring countries to maintain the political stability in the Southeast Asian region. On the other hand, Australia needs Southeast Asia because it serves as a strategic and crucial pivot of numerous benefits and interests for them, including but not limited to security and economics. However, ASEAN-Australia relations is not separated from the geopolitical implications. The geopolitical factors determine the strategic partnership between ASEAN and Australia, thus leading to the hypothesis in this article where Australia needs ASEAN more than the vice versa, and Australia is the one who benefits more in terms of relative gain, relative to ASEAN.

Indonesia’s strategic agenda to become the Global Maritime Fulcrum creates the discourse related to its existence in the context of maritime security in Southeast Asia. The emergence of Indonesia’s political realism to maintain the sovereignty of its waters has fueled various maritime insecurity problems that have occurred in Indonesian waters so far. Drawing from abovementioned context, this paper provides an analysis related to the various dynamics, challenges and issues of maritime security in Southeast Asia that surrounds Indonesia’s Global Maritime Fulcrum. Using traditional and non-traditional security study approaches in understanding maritime security, this paper examines various maritime insecurity issues faced by Indonesia, especially in the context of the Global Maritime Fulcrum agenda.

This article investigates Indonesia’s cultural diplomacy in Saudi Arabia through the tourism promotion programs from 2015 to 2018. Cultural diplomacy is aimed to raise awareness about the wealth of Indonesian culture relating to tourism that can be utilized in obtaining the desired outcomes. This article employs the concept of ‘sof power’ and qualitative approach with the technique of data collection by analysing the official documents from the Indonesian Ministry of Tourism, as well as the technique of secondary data collection that analyzes several literatures including books, reports, journals, and related articles. This article argues that Indonesia’s efforts in conducting cultural diplomacy practices in Saudi Arabia through the tourism promotion programs from 2015 to 2018 is involving the cultural elements to the programs that were Islamic-nuanced and recognized as the world’s intangible cultural heritage by the UNESCO.

This article examines victims of human trafficking from the province of Nusa Tenggara Barat (NTB). Existing research on human trafficking has been studied in general terms and rarely includes Indonesian migrant workers. In fact, perpetrators of human trafficking targeted migrant workers. This research was conducted using a qualitative descriptive method and literature study which aims to describe human trafficking of migrant workers from NTB. In addition, this study analyzes underlying factors of human trafficking within the circle of migrant worker groups from the province of NTB. This article employs several concepts as analytical tools, such as the concept of human trafficking and transnational organized crime. This articles contributes to provide recommendation for policy makers in regulating Indonesian migrant workers.

Making Indonesia the worldʹs maritime axis is the vision promoted by Joko Widodo(Jokowi) to the next five years of his tenure after his victory in the presidential election 2014. Thisgoal is in line with the struggle of Sukarno, who wanted Indonesia to become a strong andindependent maritime country at the time. His desire was rooted from the awareness of Indonesia’sstrategic position as well as maritime potentials that the country have. The main objective ofJokowi’s idea is to boost Indonesiaʹs economic growth and equitable development which is focusedon the marine sector. The development of maritime force is not without obstacles. The policy tobuild Indonesian Archipelagic Sea Lanes (ALKI) makes Indonesia as an ‘open country’. Untilnow, a wide range of foreign shipping and airlines are freely passing cut of Indonesia. Securitythreats on three ALKI lines would become the challenge for the Indonesian government towardsthe maritime axis.

PT PAL Indonesia's collaboration with Damen Schelde Naval Shipbuilding (DSNS) Netherlands in procuring the PKR SIGMA 10514 ship was successful. The two ships have arrived and are operating to date to fulfill Indonesia's national interests. However, the impact of cooperation is Indonesia's lack of prepared capacity to absorb technology and knowledge. The increasing intensity of threats every year encourages increasing independence and defense equipment. Indonesia collaborates with other countries, instead of continuing cooperation with the Dutch DSNS to optimize the transfer of technology. The focus of this research is to analyze the continuation of PT PAL's collaboration with DSNS Netherlands. The theoretical framework of this research uses Donald Nuechterlein's concept of national interests, which focuses on defense interests and economic interests in implementing PKR SIGMA 10514 as research analysis variables. The research results show that Indonesia is pursuing quality and quantity to improve its maritime defense posture from increasingly complex threats and needs a ship with equivalent specifications and weapons to replace the KRI Ahmad Yani. The research discusses it thoroughly and provides several views supported by primary and secondary data to strengthen the results of the discussion.
Kerjasama PT PAL Indonesia dengan Damen Schelde Naval Shipbuilding (DSNS) Belanda dalam pengadaan kapal PKR SIGMA 10514 berhasil. Dua kapal tersebut telah tiba dan beroperasi sampai saat ini untuk memenuhi kepentingan nasional Indonesia. Namun, dampak dari kerjasama yaitu kurangnya kesiapan kapasitas Indonesia menyerap teknologi dan ilmu. Intensitas ancaman yang semakin meningkat tiap tahunnya mendorong untuk meningkatkan kemandirian dan alutsista. Indonesia menjalin kerjasama dengan negara lain, bukan melanjutkan kerjasama dengan DSNS Belanda untuk mengoptimalkan transfer of technology. Fokus penelitian ini adalah menganalisis lanjutan kerjasama PT PAL dengan DSNS Belanda. Kerangka teoritis penelitian ini dengan konsep kepentingan nasional pemikiran Donald Nuechterlein, yang terfokus dengan kepentingan pertahanan dan kepentingan ekonomi implementasi PKR SIGMA 10514 sebagai variabel analisis penelitian. Hasil penelitian menunjukkan Indonesia mengejar kualitas dan kuantitas untuk meningkatkan postur pertahanan maritim dari ancaman yang semakin kompleks serta perlu kapal yang setara spesifikasi dan senjatanya untuk menggantikan KRI Ahmad Yani. Penelitian membahas secara menyeluruh dan memberikan beberapa pandangan yang didukung data primer dan sekunder untuk memperkuat hasil pembahasan.

The Role of Media and Social Movement in Human Rights Issue: The Case of ‘Comfort Women’ by Japan Colonization

Many countries in Asia were conquered by Japan during the World War II, including Korea and Indonesia. Romusha, or slavery system introduced by Japan, also imposed to women. Girls were sent to brothels as Jugun Ianfu/‘comfort women’. Differ from men, women got double burdens, both physically and mentally, thus trauma was inevitable. The belief of taboo is also spreading, hence the movement of victims which demands to get their dignity back is rarely found. Using setting agenda theory and social movement theory, this paper argues that the best potential to promote human rights and justice of ‘comfort women’ goes to media. In South Korea, social movement has been advocating people about ‘comfort women’ as forced victims, not a voluntarily choice. Through engaging media, they hope to use its power to persuade people, changing the paradigm that ’comfort women’ were not sexual workers, but victims of war who needs assistance from society to heal their trauma.

Indonesia is currently experiencing a membership dilemma in the Paris Agreement due to the export ban on palm oil imposed by the European Union. In one hand, palm oil commodity is one of the important export commodities for Indonesia. On the other hand, the conversion of forests into oil palm plantations has become a major factor in deforestation and land damage in Indonesia. The repudiation of the United States from the Paris Agreement seemed to provide justification for Indonesia to withdraw from the agreement. This paper attempts to analyze the position of Indonesia in the Paris Agreement using the global environmental ethics approach. This paper argues that Indonesia still needs to maintain its position in the Paris Agreement by considering environmental justice aspects.

This research aims to analyze paradiplomacy of Bandung City towards global public in the development of halal tourism. Paradiplomacy becomes important for subnational actors in the development of local resources and the use of foreign resources. Potential areas that have the opportunity to be developed is halal tourism, which is one of the new trends in tourism in the world. The Bandung city is one of the leading regions in the creative economy in West Java that sees this potential and participates in driving regional development through halal tourism. The method in this research is qualitative by collecting data through interviews and documentation studies. This research found that paradiplomacy became one of the instrument of the Bandung city in the utilization of foreign sources through halal tourism. Bandung City Government interacts toward global public by introducing Bandung as one of the destination in halal tourism. The results of this research also show that the paradiplomacy of the Bandung city is carried out through several stages, including introducing halal tourism to the global public, increasing positive appreciation of halal tourism, strengthening relationships with other actors abroad and influencing it by bringing cooperation with other actors.

This study aims to discuss the role of Indonesia in the G20 as a representative of developing countries in designing global economic policies with priorities for developing countries. In addition, this study examines Indonesia’s involvement in the G20 which has always been pro-active in drafting global economic policies. Furthermore, this article will discuss Indonesia’s strategic position in the 2022 G20 Presidency. This article also tries to prove that the cooperation carried out by countries in the world benefits all parties. This is a rebuttal to the skeptics’ statement that cooperation only benefits developed countries. The concept used in this research is the globalist concept using the neoliberal institutionalism theory. This article uses a descriptive method with literature study research techniques. The results of this study found that the designs of Indonesia’s economic policies in the G20 had a major impact on the sustainability of the economic growth of other developing countries. In addition, the results of this study will also prove that cooperation in the form of an international forum such as the G20 benefits all parties, as stated by the hyper-globalists.

Diplomasi digital atau diplomasi di era digital seringkali dikaitkan dengan situasi saat ini dimana diplomasi dilakukan dengan cara yang berbeda dibandingkan dengan model diplomasi tradisional. Buku ini menekankan bahwa kehadiran diplomasi digital di sini bukan untuk menggantikan diplomasi tradisional, melainkan untuk melengkapi atau memperkuat kinerja negara dalam hubungan internasional atau dalam konteks diplomasi tradisional. Ini berarti bahwa diplomasi dapat dilakukan untuk mempengaruhi berbagai pihak, yang bahkan tidak pernah mengunjungi kedutaan sekalipun.

The aim of this book was to understand Malaysian foreign policy towards Indonesia from the perspective of constructivism. The author argued that non-material elements are crucial in explaining the relationship between two countries. The author mentioned ideational factors such as culture, ethnic, elite perception, identity, leadership, nationalism, as well as religion.

International Seabed Regime in Southeast Asia: The Lack of ASEAN Member States’ Role in Seabed Mining

International Seabed Authority (ISA) as a part of implementation of UNCLOS Part XI has main objective is to foster healthy economic development especially for developing states and to minimize the negative environmental impacts derived from activities in the area. Although ISA had facilitated states to provide legal procedure to establish seabed explorations, the role of developing states are still lacking. For instance, the role of ASEAN member states are still minimum though some of its states rely on maritime resources such as Indonesia and Philippines. This paper argues that there are two main factors that cause minimum roles of ASEAN states in the development of seabed mining; lack of awareness of government officials, academics and its people in development of law of sea, mainly in seabed mining matters and the excessive cost and high technology requirements to explore and later to exploit seabed materials. To overcome the issue, ASEAN states should increase its stakeholder awareness in law of sea progress and the importance of seabed mining. In addition, ASEAN states could wait the Enterprise as an economic arm of The Authority to come into account to facilitate developing states in seabed exploitation for commercial value. In order to overcome environmental issue regarding seabed mining, ASEAN should maximize its own body of institution which already been built.

Kuwait is one of the countries in the Middle East which considered as a moderate of Muslim majority state. The amendment of Election Law No. 35 Year 1962 in 2005, which granted women’s rights to vote and run for office, gives a way for women to be able to get more roles in Kuwait’s parliament. However, the implementation of this law takes four years of waiting for Kuwaiti women to get the representation in Kuwait’s legislative assembly. On the national elections in 2008, Kuwaiti women were unable to get the seat. This article argues that the main impediment for women’s inability to win any seat in 11th and 12th Assemblies is caused by the failure of Kuwaiti women to cooperate and support each other. This article aims to examine the Kuwaiti women’s struggle for political rights along with the condition of Kuwaiti’s social norms which affect women’s roles. Using women empowerment theory and the explanation of Kuwait’s socio-political condition, this article also try to predict the future of women representation in Kuwaiti’s political life.

Terrorism has become the utmost concern of many countries in the world including Indonesia and Australia. Indonesia and Australia have signed a security agreement on 13 November 2006, which was known as Lombok Treaty to promote security relations between the two countries. This article aimed to discuss the security cooperation between Indonesia and Australia especially between Indonesian National Police and Australian Federal Police cooperation in addressing terrorism threat in Indonesia. By using descriptive qualitative method, this article scrutinizes the implementation of security cooperation especially cooperation between Indonesian National Police (POLRI) and Australian Federal Police (AFP) during 2012-2017. It was found that the type and the nature of cooperation between the two police institution could be divided into several dimension. It covered to further build cybercrime investigation satellite office (CCISO), increase personnel capacity building, and promote intelligence exchange to address terrorism threat.

Maluku Province is one of the regions that has the potential for renewable energy resources which are quite abundant, but they have not been utilized properly due to various obstacles and challenges in the region. In order to overcome the existing problems, Maluku Province has established foreign relations with the Government of New Zealand through the New Zealand Booking program - Maluku Access to Renewable Energy Support (NZMATES) starting from April 2018 to June 2023. This research aims to describe how the efforts taken by the Maluku Provincial Government and the New Zealand Government in developing renewable energy in the Maluku region. By using qualitative methods with data techniques through literature studies and internet-based document searches, this article argues that through the establishment of foreign relations between Maluku Province and New Zealand through the formation of NZMATES it can help and facilitate the process of developing renewable energy in the Maluku region. NZMATES can create a more competent work environment by engaging with several agencies with regional interests to participate in developing renewable energy in Maluku Province.

This study aims to determine Indonesia's strategy in implementing cultural diplomacy and soft power diplomacy through the cultural event ‘The Symphony of Friendship’ by the Indonesian Embassy in New Zealand. Using a descriptive qualitative research method with data collection techniques through semi-structured in-depth interviews, which are then analyzed in depth supported by trust checking techniques through triangulation of data sources. The findings in this study are cultural diplomacy aimed at building Indonesia's image in the South Pacific region in dealing with separatist issues in Papua, which have been raised internationally by several countries, namely Fiji, Solomon Islands, Vanuatu and Papua New Guinea. The TSF was conducted to build a perception of Indonesia in the Pacific community as a colonialist against Papua, presenting a positive perception so that Indonesia is not seen as carrying out repression in Papua through a cultural approach and embracing the community to work together and encourage togetherness through a musical approach.

This research aims to explain why Indonesia did not ratify the ILO Convention No. 188/2007. The technique of data collection was conducted with literature study using primary sources in the form of ILO Convention No. 188/2007, and Recommendation, 2007, Law No. 15 of 2016 regarding the Ratification of Maritime Labour Convention, 2006 and secondary sources from data, documents, or reports related with the topic of this thesis. The results of this study showed that the reason why Indonesia did not ratify the ILO Convention No. 188/2007 is based on Indonesia’s rational choices that related to the consideration of profit and loss calculations in order to maximize the profits and minimize the costs in the decision-making process. Indonesia’s profits are not comparable to the economics costs and the administrative burden in reporting and implementing the ILO Convention No. 188/2007. In addition, the ratification of the convention is still not an urgency for the Ministry of Manpower because the Ministry of Manpower considers that the regulations are sufficient in providing protection for fishermen. This is also supported by the fact that only 19 ILO member countries have ratified ILO Convention No. 188 of 2007 so that it does not have a significant impact on Indonesian fishermen.

An Analysis of Indonesia Foreign Policy Under Jokowi’s Pro-People Diplomacy

Under Jokowi’s administration, Indonesia promotes “down to earth diplomacy” or also known as “pro-people diplomacy” by which he declared that Indonesia would focus on domestic affairs. It seems this policy will mostly be inward-looking paradigm compared with his predecessor, Susilo Bambang Yudhoyono, who emphasized strengthened role of Indonesia in the region with his “zero enemy and thousands friends”. The focus on domestic needs has raised concern from many observers on the less of Indonesia’s presence in international stages. But if we see the dynamic today, it seems not the case to underestimate Indonesia role in global stage. Against these background, the central question of this article is; how is pro-people diplomacy constructed and what challenges that are possessed? By adopting pro-people diplomacy Indonesia has received strong international concerns of Indonesia aggressive way in dealing with foreign issues. Does pro-people diplomacy has taken Indonesia to move away from its presence on international stages? This article emphasizes that while pro-people diplomacy has focus on domestic needs, but Indonesia’s engagement is even stronger.

There are plenty of books wrote about Indonesia’s democracy by foreign scholars. Yet, many of them are very heavy read when it comes to politics. The book is an alternative. Intentionally wrote to offer brief overview about Indonesia’s, the book by McDonald indeed is presented to be ease for understanding yet contains fruitful topics on Indonesia’s democracy. His long experience as a journalist and writer of the classic book -Suharto’s Indonesia, as well as his journey to the country gave him adequate capacity to understand Indonesia better in the past and today. And thus it is why as mentioned before that he offers what he called “authoritative introduction”, because he is not a pure academia. Therefore, it is better not to expect depth analysis about any particular subject. But the novelty of the book lies on its details of some particular cases which not too often revealed by other books.

Cooperation could be done by integrated cooperation between states member and inter regional organization equally, like ASEAN and EU (Eropean Union) cooperation. Popular speculations between this two organizations are mostly partial, biased in gap between EU contribution to ASEAN rather than vice versa. In this paper, we challenge capability of ASEAN as a regional organization with most of the member states are developing and third world country comparing to EU which 26 of members states has highest GDP all around the world. This paper also discuss about ASEAN as an organization that have eperiences in several humanitarian violation cases, comparing with EU as a ‘safe heaven’ in human rights. Through ecleckticism theory, we would see how liberalism and realism played a role in seeing such phenomenon, and how to see between those two theories. This paper argEUs that there are mutuliasm cooperations between EU and ASEAN, start with EU contribution on ASEAN structures, the critics about ASEAN as ‘imitation community’, and also being partner with ASEAN in investments. ASEAN is also seen as a ‘teacher’ for EU in pragmatism and normative power to improve EU capability as inclusive community.

This paper seeks to explain the implementation of the ASEAN Consensus 2017 on the issue of migrant workers’ protection. Entikong was chosen as a research object because of its position as Indonesia’s border gate that distributes migrant workers to Malaysia. The problem of migrant workers still an obstacle to ASEAN member states. The consensus brings a new hope towards a better protection on the issue of migrant workers. Nevertheless, Indonesia has been struggling with the cases of migrant workers. This paper employs the concept of multilevel governance and human security. We argue that at the national and local level, the implementation was quite good. There were some different understandings regarding the consensus. Local government or vertical institution in the region was not well informed about the document, but their acts on the issue of migrant workers were implementing the spirit of the consensus. On the international level, Indonesia also participated in conducting an action plan on the implementation of ASEAN Consensus and promoted other ASEAN members to create a legally binding instrument on the issue of migrant workers protection in Southeast Asia.

K-Pop has become a global phenomenon embarked by the Korean government as part of its cultural diplomacy, with the help of other elements such as K-Pop Fans. The existence of K-Pop is inseparable from its loyal fan community called fandom. This research thus aims to explore the phenomenon of K-pop fandom around the world and the role it plays in the globalization of K-Pop. The objective of this research is to examine the role of K-Pop fandom as a non-state actor in South Korea’s public diplomacy and in supporting the dissemination of K-Pop as a global culture. This research applies qualitative descriptive method where primary data are obtained through interviews with members of K-Pop fandom in Bali. In addition, secondary data will also be obtained through studying past literatures. Furthermore, this research utilizes the concept of public diplomacy and soft power. In the end, this research found that, K-Pop fandom, plays its role as a referee while the public is the receivers. As a ‘referee’, not only they act as a consumer of K-Pop, but K-Pop fandom also serve as a distributor and producer. The finding of this study is beneficial to understand the significance of non-state actors in the dissemination of ‘pop’ culture as part of public diplomacy as seen in South Korea.

Bab pertama dalam buku ini merupakan paparan mengenai politik yang dilakukan Jepang di Kawasan Asia Tenggara. Pembahasan secara menyeluruh berfokus kepada hubungan yang dibangun Jepang dengan ASEAN. Bab kedua dalam buku ini membahas sejarah singkat atau awal mula dari hubungan Jepang dengan ASEAN, diikuti dengan bagaimana Jepang memandang ASEAN terhadap hubungan-hubungan yang dijalinnya dalam kerangka politik luar negeri Jepang itu sendiri. Bab selanjutnya dalam buku ini membahas mengenai perihal yang tertera pada judulnya yaitu tentang kontestasi ataupun persaingan aktor-aktor politik akan ekonomi-politik ataupun proses pembuatan kebijakan luar negeri Jepang khususnya terhadap Kawasan Asia Tenggara. Bab terakhir dari buku ini memberikan pembahasan berupa paparan terhadap pergeseran ataupun perubahan kebijakan politik internasional Jepang. Adanya anggapan bahwa Jepang pada dasarnya adalah politik yang reaktif karena anggapan ini tidak menghiraukan beberapa kebijakan proaktif yang telah pernah diambil Jepang.

Persepsi Suharto dan Perubahan Kebijakan Luar Negeri Indonesia terhadap Cina pada Awal Orde Baru

Leadership change from Sukarno to Suharto had given impact to Indonesia foreignpolicies. One of many changes of Indonesia foreign policies in Suharto regime is the severance ofdiplomatic relations with China. This paper aim to explain the Indonesia’s foreign policy change inthat time, especially the severance of diplomatic relations with China in 1967. Despite it becomes ahistorical relic, a case study of Indonesia’s foreign policy under Suharto remains important sincethere have been no specific research focusing on the severance of diplomatic relations betweenIndonesia and China. Using Perception Theory from Ole R. Holsti as the tool of analysis, thispaper concludes that the deteriorating relations between Indonesia and China in 1967 wasinfluenced by Suharto’s perception considered that China is a threat to Indonesia following theattempted coup in 1965.

“Mendajung antara dua karang” merupakan salah satu karya Bung Hatta untuk mengambarkan posisi Indonesia pada masa Perang Dingin. Secara garis besar karya ini merupakan bagian dari konsolidasi kebijakan luar negeri Indonesia dalam menghadapi perang ideologi besar antara dua negara berpengaruh Blok Timur yang dipimpin Uni Soviet dan Blok Barat yang dipimpin Amerika Serikat. Istilah Mendayung dalam dua karang ini merupakan istilah yang dapat mengambarkan politik luar negeri bebas aktif yang berusaha untuk terhindar dari tekanan eksternal dari negara hegemoni menyebar luaskan pengaruhnya terhadap Indonesia. Persaingan Amerika Serikat dan Uni Soviet mungkin sudah tidak relevan lagi dalam konteks kontemporer sejak runtuhnya Uni Soviet, akan tetapi Daniel Novotny membawa gagasan ‘mendajung antara dua karang” untuk menjelaskan politik luar negeri Indonesia terhadap Amerika Serikat dan China dalam bukunya yang berjudul “Torn between Amerika dan China; Elite Perceptions and Indonesian Foreign Policy”. Buku Novonty merupakan suatu kajian yang memberikan pemahaman pembuat kebijakan Indonesia pasca perang dingin dengan menitik beratkan upaya Indonesia dalam menemukan jalannya ditengah persaingan dua kekuatan besar antara Amerika Serikat dan China. Selain itu, Novonty juga menyoroti bagaimana persepsi terhadap permasalahan keamanan para elit politik “pejabat” yang diambil berdasarkan pemikiran dan pandangan presiden, menteri, diplomat senior dan perwira tinggi angkatan darat Indonesia terhadap dunia luar pasca perang dingin. Pemikiran dan padangan elit politik menjadi determinan dalam proses melihat ancaman, sehingga berpengaruh pada politik luar negeri Indonesia ditengah dua persaingan kekuatan besar yaitu AS dan China.

Kebijakan Developmental State Indonesia dalam Perdagangan Komoditas Hortikultura, Hewan, dan Produk Hewan

Indonesia insists to defend its regulation on trade of horticulture, animals, and animal products after its loss on New Zaeland’s indictment in Dispute Settlement Body (DSB) of World Trade Organization (WTO). Indonesia appealed the DSB decision, despite previous findings in DSB panel which reports that Indonesia’s regulations contains trade restriction and various trade barriers. This paper analyzes the reason why Indonesia appealed the DSB Panel decision, despite the fact that Indonesia violates WTO principles which lead to free trade barriers. This paper uses law perspective to find out whether Indonesia really violates the law or not. Besides, this paper also uses developmental state theory to analyze the case. The theory takes root in the merchantilism which emphasizes on export, domestic production, and national welfare. Developmental state’s position lies between liberalization and centered-plan policy which means that the country that applying this policy joins the globalization and plays its role in international order to reach national welfare.

This paper discusses about war and peace is one part of world history and an important phenomenon in International Relations. Since the end of the Cold War conflict not only occurs between countries but also intra-state so that non-state actors have an important role including the peace forces shaded by the United Nations Security Council. Indonesia is one of the contributing countries that sent peacekeepers to join the Garuda Contingent to Lebanon. The United Nations has carried out various peace operations which have also involved the participation of women’s forces which are also based on the Security Council Resolution 1325 of 2000. This research is aimed to understand the role of TNI Women as members of the Garuda Contingent who have been sent to Lebanon using the concept of peacekeeping operations and humanitarian assistance. This research attempts to describe the role of TNI Women in humanitarian assistance, which has been an important part of peace operations since resolution 1701 of 2006 issued by the United Nations Security Council.

The 2001 UNESCO Convention on the Protection of Underwater Cultural Heritage houses countries that have a vision and mission to protect underwater relics. By emphasizing the aspects of cooperation based on notification and reporting, this convention normatively measures the implementation of programs that depend on the capabilities of its member countries as a regime for archaeological relics preservation that sank on the seabed. Until now the Indonesian government has not ratified the convention and even tends to reject it. In fact, Indonesia as an archipelagic country has the responsibility to preserve the legacy of underwater cultural heritage in its sea area. This article analyzes the strategic decision of the Indonesian government to delay ratifying the 2001 UNESCO Convention on the Protection of Underwater Cultural Heritage. The theory of state participation in international organizations suggests that a convention requires commitment from the parties involved to solve global problems. Ratification is needed by the state to be bound by the convention to achieve national interests. In the end the decision not to join the convention was due to its impact which did not provide benefits for the state.

This article aims to explain the role of paradiplomacy in utilizing the Indonesian presidency in the G20. Using the case study of the Provincial Government of DKI Jakarta, this article argues that the role of DKI Jakarta’s paradiplomacy through city diplomacy has the opportunity to get positive results. This can be seen from the role of Jakarta as an actor in city diplomacy capable of conducting city-level diplomacy at U20. This diplomacy aims to discuss strategic issues at the city level such as mobilization, health, labor, Covid 19 and other issues. With city diplomacy, it is able to become a means of sharing experiences between cities in the world to solve a number of strategic problems at the city level. In addition, Jakarta can play a role as a safe, comfortable place to live through a number of strategic policies, especially in the environmental field. The role of this paradiplomacy through urban diplomacy is a form of motivation, strategy, level of collaboration and level of involvement to assist the central government in solving increasingly complex world problems.

The Rohingya ethnic conflict is one of the conflicts that occurred due to instability in political life and society in Myanmar. The cause of this conflict was discrimination against the Rohingya ethnic group, which resulted in quite a few Rohingya people fleeing. In 2015, Indonesia, Malaysia, and Thailand agreed to allow Rohingya refugees into their territories. However, Thailand and Malaysia in 2020-2022 did not permit Rohingya refugees to enter their territory. The rejection of these two countries caused Indonesia to become the only country in the world that accepted Rohingya refugees even though it did not ratify the 1951 Convention and the 1967 Protocol. This qualitative research focuses on discussing the factors that prompted Indonesia to accept Rohingya refugees in 2020-2022 with internet-based research in data collection. In addition, this research uses foreign policy from Kegley and Raymond (2012). This research shows that four factors encourage Indonesia to accept Rohingya refugees: geostrategic position, economic conditions, type of government, and decisions & leadership capacity.

Memotret politik luar negeri Indonesia pada era Susilo Bambang Yudhoyono bukanlah hal yang sederhana. Kompleksitas politik domestik seperti perubahan rezim dan sistem politik, serta juga situasi internasional seperti kebangkitan Asia dan pergeseran kekuatan global, menjadi materi utama yang berpengaruh dalam usaha menjelaskan tersebut. Namun, dibalik perubahan dan dinamika politik domestik dan internasional itu sendiri, terdapat pola-pola khusus yang mengiringi perjalanan politik luar negeri Indonesia, baik ada yang terus berlanjut, maupun ada yang terhenti. Meskipun diperlukan energi yang cukup besar dalam usaha tersebut, bukan satu hal yang tidak mungkin untuk menjelaskan politik luar negeri Indonesia secara komprehensif.

The Moro Nationalism Liberation Front (MNLF) has long been perceived by the Philippine government as a threat. The continuity of this conflict resulted in the instability of the Philippine state which also affects its relations with other countries. Indonesia as a neighboring country and one region with the Philippines helped to resolve the conflict between the Philippine government and MNLF. The presence of Indonesia became a history of Indonesian diplomacy for the world peace struggle contained in Indonesia’s Preamble of the 1945 Constitution. This paper is attempts to answer that question using conflict theory from Max Weber which focuses on interaction in conflict resolution. The results of this paper indicates that Indonesian’s role in mediating the conflict resolution process resulted in a Final Peace Agreement which is the final peace agreement between the Philippine Government and MNLF.

West Papua issue is one of the most dynamic issue, especially in South Pacific region. Melanesian Spearhead Group is one of the organization from Melanesia sub-region which very actively engaging in decolonization and human rights issue in West Papua. Since the establishment in 1988, the organization which consist of four Melanesian states plus one independence movement party have been supporting the decolonization issue in the region. However, MSG foreign policy in West Papua issue is characterized by inconsistency when dealing with the struggle to support the decolonization. Instead of expressing strong opposition toward Indonesia’s human rights abuses in West Papua, MSG tends to engage Indonesia. This paper aims to explain this puzzle using the case study of Fiji and Papua New Guinea. This paper emphasizes on domestic factors which affect two countries foreign policy in West Papua issue. Using the concept of national interest combined with domestic constraint on foreign policy as a tool of analysis, this paper argues that the inconsistency of two MSG member countries foreign policy is caused by domestic factors

Indonesia’s foreign policy during the 2014-2019 period was quite dynamic. Out of many issues, two international issues received strong reactions Indonesian society including Rohingya ethnic group issue in Myanmar and the Uighur ethnic group issue in China. Protests against these two issues occurred in two different time periods in some regions of Indonesia, demanding the government to take firm actions regarding these issues. This paper examines Indonesia’s attitudes toward Rohingya ethnic group issue in Myanmar and the Uighur ethnic group issue in China based on constructivism paradigm using the theory of identity. This paper presents gaps in Indonesia’s identity and interests regarding these issues which led to different attitudes in responding to those issues.

This paper analyzes the humanitarian act dysfunction in Indonesia, particularly emphasizing the disparity of refugee vaccination as a form of ignorance towards moral obligation. We argue that the presence of reciprocity expectation for Indonesia’s effort to vaccinate said group of people caused dysfunctionality. We approach the issue humanitarianly using the concept of global justice to explain the relevance of dysfunctionality and vaccine disparity for refugees as well as the moral obligation within the intermestic dimension. In line with the previously stated notion, the intermestic approach is also used as a catalyst for the re-observation of refugee accommodation strategy within the context of COVID-19 pandemic countermeasures. Indonesia’s neglect caused by the country’s reluctance becomes more understandable considering the small potential for politicization of these refugee vaccination efforts. Therefore, emphasizing on the rationalism of profit and loss aspect, the reciprocity motive is proven as vital reference through the attention given to the significance of actor’s roles and behavior, including state actors.

The paper complements various theories and practices that have been elaborated by gastrodiplomasi experts and it is also a prolongation of my previous published paper by the theme of conceptualization in gastrodiplomasi. This paper emphasizes on the context of Indonesian gastrodiplomasi. This paper aims to trace back the origins of gastrodiplomasi in Indonesian history. The study found that gastrodiplomasi is an elusive theory where many people fail to understand it holistically. In addition, the savory of Nusantara, as the root of Indonesian gastrodiplomasi, cannot be separated from the role of spices which has been quested for many foreign explorers for hundred years ago.

Relations between Indonesia and China have existed for more than 70 years. Throughout the history of relations between the two countries, there have been ups and downs. In 1967 Indonesia suspended diplomatic relations with China. It took Indonesia 23 years to re-open diplomatic relations with China. Furthermore, Indonesia and China began to build a more cooperative relationship. However, in 2009 tensions resurfaced after China claimed unilaterally that the North Natuna Sea was part of China based on their historical maps. Interestingly, even though there were territorial disputes, Indonesia and China continued to cooperate. This study aims to analyze the reasons why Indonesia has continued to maintain cooperative relations with China until now, even though Indonesia is in an unfavorable position in the dispute over the North Natuna Sea area. This study uses the theory of interdependence by Nye which is then analyzed using qualitative research methods. This article argues that the mechanism of economic cooperation will increase the common security and stability in the region.

ASEAN Economic Community has been entered into force in December 31st, 2015. A free labour movement is one of major agendas to support the establishment of ASEAN as a single market and production base of ASEAN. This agenda becomes a hot debate since it can be an opportunity or threat for Indonesia. In fact, most of Indonesian people view it as a threat for Indonesia. On the contrary to that view, this research takes a clear position to support that a free labour movement is not a threat for Indonesia. This research is aimed to give a new perspective to see labour market liberalization in ASEAN not as a threat by giving new empirical findings. Theoritically, this research will give new empirical findings to explain that a free labour movement is not a threat for Indonesia by using liberal-institutionalis perspective. Practically, this research will give some policy recommendations addressed to the Government of Indonesia and other stakeholders related to employment issue.

This research inisiated from the ehancement of Indonesia-India’s maritime cooperation in 2015. Indonesia and India has great role in their region. Every aspect of their policy reflecting their own national interest and strategy. These enhancement become interesting because its need to explain by geopolitic and geostrategy point of view. The author try to explain the reasons of enhancement base on maritime geopolitic and geostrategy. This research believe that theory of hedging strategy and theory of maritime sea power could be the best answer to this issue. To give the reasons of enhancement, this reaserch has time range between 2001-2005. This research argues that the enhancement is caused by Indonesia’s hedging strategy in the middle of strategic rivalry between two great powers in region.By cooperation with both India and China, Indonesia use hedging strategy to face the uncertainty condition by India and China competition in Indian Ocean. Through hedging strategy, Indonesia could also implementating his ambition of sea power and maintain his chokepoint security.

Rivalry among the US and Cina about trade war gives enormous effects towards many states around the world, including ASEAN. ASEAN region is the central market on Pacific. Because of this rivalry, every Cina’s export to US will decrease about 10%, and also reduce 1.1% economy growth in ASEAN. This phenomenon emerges the big question concerning the role of ASEAN. This research paper will answer the role of ASEAN as the multilateral organization on balancing their interests in the middle of trade war. Afterwards, this paper focuses on the topics of rivalry between US and Cina related to economics. The discussion is divided into two main points, first is about the trade war, and second is the role of RCEP to establish the balance of ASEAN’s economy. International cooperation on liberal perspective is used to analyze these case problems. This paper argues that ASEAN is trying to impetus cooperation between its member for facing the challenge of the US and Cina’s trade war. Cooperation is the best way for ASEAN seeing this phenomenon.

It is undeniable that media is mostly used as a propaganda tool of the political elite to achieve the national interest of its country. This research identifies and explains the establishment of CNN Indonesia in making public opinion as one of the extensions on CNN International regarding the Kim Jong Un and Donald Trump Summit in Singapore in 2018. This research utilized: agenda-setting, priming and framing theory to find out the detail process of forming public opinion by CNN Indonesia. This research also utilizes qualitative research methods based on Robert E. Stake’s explanation. The finding suggests that CNN Indonesia, through its agenda-setting, was able to make the summit has an urgency to be discussed in public. Its priming is able to increasing awareness of the importance of denuclearization and world peace which has been Indonesa’s foreign policy agenda. Through its framing, CNN Indonesia attempted to construct public opinion that the United States able to utilize its super power label in order to perquisite many parties, namely creating the world peace.

Bagian kedua, melihat bagaimana konsep dan kekuatan individu dapat mempengaruhi kekuasaan. Serta, melihat bagaimana interaksi China dengan negara lain baik di kawasan maupun di panggung dunia internasional. Ketiga komponen dalam penjelasan buku ini memberikan gambaran umum mengenai banyaknya perspektif baru tentang interaksi dan aktivitas China dalam formulasi politik luar negerinya dengan negara-negara di dunia.

Realism and liberalism are the most dominant paradigms in the study of International Relations. Both are often positioned diametrically because they have basic assumptions that contradict each other. Even though comparing the two paradigms violates the principle of incommensurability, it doesn't mean it's not useful. This paper attempts to map the two paradigms based on their underlying assumptions. Although in many respects realism and liberalism are opposites in viewing the phenomenon of international relations, both of them basically have similarities in viewing the nature of the international system and the nature of actors. This paper attempts to see what are the strong and weaknesses of each paradigm to see how far both are able to explain the phenomenon of international relations. Nevertheless, this paper does not pretend to judge one paradigm as better than another.

Religions in Times of Peace: Conceptualizing the Practice of Interreligious Dialogue in the Post‐ Conflict Environment

The article makes the case of collaborating the notion of interreligious dialogueand the concept of the zone of peace in an attempt to provide a more practical yeteffective channel of reconciliation in the context of post‐interreligious violence. There arethree critics implied throughout the article. First, that the current state of most ofinterreligious dialogue in post‐conflict settings is lack of two things, namely, the inclusivestructure that would allow non‐scholars and non‐clergies to engage in the theologicaldialogue, and a coherent structure for the currently diasporic efforts in interreligiousdialogue. Second, that the concept of zone of peace is severely limited, particularly due toits dependence on material modalities in forging the path of reconciliation toward peace.And third, that the elusive and elitist nature of interreligious dialogue in post‐conflictsettings, and the limited material modalities of the zone of peace can be expanded bycollaborating the two notions into an applicable zone of interreligious peace. Lastly, thepaper will take the case of the village of Latta in Maluku to present a practical context forthe zone of interreligious peace.

Kepentingan Nasional Indonesia dalam Inisiasi ASEAN Maritime Forum (AMF)

The complexity of maritime security issues and problems in Southeast Asia became attention of ASEAN states which further encouraged the formation of the ASEAN Maritime Forum (AMF). AMF is a concept and proposal submitted by Indonesia and became one of the ASEAN Political-Security Community points. This research examines Indonesia’s national interest in establishment of AMF. Based on national interest concept, there are three Indonesia’s interest as focus of this study. First, Indonesia’s interest as an Archipelago States and has a history of maritime glories. Second, maritime as sovereignty and the AMF existence as Indonesia efforts to maintaining maritime territorial integrity. Third, maritime economic as the third Indonesia’s interests in propose of AMF establishment. In addition, this study also examine how the achievement of the Indonesia’s national interests in AMF.

As a transit country, Indonesia is obliged to temporarily accommodate thousands of refugees and asylum seekers who are waiting to be processed by UNHCR for resettlement to the third countries. To facilitate refugees and asylum seekers, Joko Widodo’s government issued Presidential Regulation 125/2016. The international community appreciates the regulation because it shows Indonesia commitment to take part in addressing one of the humanitarian issues that is currently being concern to the world. This paper aims to analyze Joko Widodo’s policy that facilitate refugees and asylum seekers. By using the concept of international recognition in the constructivist paradigm, this paper argues that the government issued Presidential Regulation 125/2016 is influenced by the desire of Indonesia to be recognized as a “human rights defender” in terms of refugee handling. In this case, recognition, appreciation, and positive response from the international community has been obtained by Indonesia leading to the reduction of pressure from international community which could trigger the phenomenon of misrecognition. In this regard, Indonesia’s identity as “human rights defender” can be maintained.

Indonesia has ratified the International Covenant of Civil and Political Rights (ICCPR) and guarantees freedom of religion or belief (FoR). However, violations of FoR in Indonesia remains occur after 2015. This paper analyses this issue using the concept of norms localization which assumes that the implementation of international norms is the main factor that affects Indonesia’s effort to implement the FoR. There is a gap between international norms, that is Article 18 of the ICCPR and the Indonesia’s positive law regulating FoR. In addition, the characteristics of religious demography and religious behaviour of Indonesian people affect the implementation of FoR. As a result, the implementation of the norms by local actors such as the National Commission of Human Rights (Komnas HAM) is diminished. This paper concludes that in implementing the norms the government interprets the social and political context at societal level. The government is oftently forced by certain groups so it could be the potential violator of the FoR regulations that has been agreed upon.

This paper mainly tries to explore the new Model of Indonesian Economic Diplomacy to Non-Traditional Market by Setiawan & Sulastri (2020) with a study case of increasing vegetable oil export to Brazil. Brazil is one of the main targets of Indonesia’s export-development policy to non-traditional markets. The main concern of this paper is how economic diplomacy plays a role in reacting to the declining trend of vegetable oil exports as Indonesia’s leading export product to Brazil during 2016-2020. This paper is a descriptive qualitative research using simple trade calculations to justify Indonesian exports orientation. This paper found there are at least 6 driving factors for the implementation of economic diplomacy, 3 prominent actors for conducting economic diplomacy and 8 processes of economic diplomacy. Indonesia has successfully increased the export trend of vegetable oil to Brazil in the period of 2017-2021, however specific economic diplomacy efforts to encourage vegetable oil exports were identified as minimum.

In recent years, Indonesia has actively pursued economic diplomacy to enhance its international standing through trade, tourism, investment, and services (TTIS). This study focuses on analyzing Indonesia's economic diplomacy strategy in developing the Mandalika Special Economic Zone (SEZ) from 2017 to 2021. Employing a qualitative methodology involving data analysis and interviews, the research follows the four phases of economic diplomacy outlined by Kishan S. Rana, encompassing economic salesmanship, economic networking, image building, and regulatory management with resource mobilization. This aimed to unravel Indonesia's commitment to fostering tourism as a strategic sector, utilizing Mandalika SEZ to attract investments. Findings reveal that Indonesia has successfully navigated through the four phases, particularly emphasizing sports tourism in Mandalika and cultivating a conducive investment climate. The study underscores the academic importance by contributing insights into the intricacies of economic diplomacy, tourism development, and the role of non-state actors, exemplified by the ITDC serving as Mandalika's BUPP. This research bridges gaps in the literature, shedding light on the multifaceted nature of Indonesia's economic diplomacy and offering practical implications for policymakers and investors alike.

Indonesia is one of the largest archipelagic countries in the world, having more than 17,000 islands. It becomes one priority to the state building, more importantly in the national economy. State economic development can be driven by maximizing the potential of seawater through the tourism industry, especially in maritime tourism which is one part of the third pillars of the maritime axis. Maritime tourism may serve as an instrument of Indonesian diplomacy to compete in Southeast Asia’s tourism race. It could be very significant when the government is able to manage the potential resources. This paper argues that maritime tourism is potential for Indonesian development through maritime tourism industry in the future. This paper employs cultural diplomacy concept to describe how cultural diplomacy plays role as an instrument in promoting Indonesia’s tourism industry in the region.

Energy emerges as a strategic issue as industrial countries begin to strive to increase their economic growth. This condition is related to the need for source, distribution and price of guaranteed energy sources. The achievement of these conditions will not be easy because the must compete each other for energy accsess. However, for developing countries with considerable energy reserves this condition leads them in two situations where the first will be a bargaining power that leads to the achievement of national interests and on the other hand will be a curse that makes them an object of exploitation of advanced industrial countries. Referring to these conditions Indonesia is a country with a lot of resources. Therefore, this paper describes the dynamics of global energy politics and how Indonesia should take advantage of the opportunity of the dynamics of global energy politics.

In international relations, public diplomacy is used by state actors and non-state actors to introduce cultures in the international sphere to create positive image of the countries. One of instruments of public diplomacy is gastrodiplomacy in which actors introduce cultures through special foods of certain country. One of non-state actors that has implemented gastrodiplomacy is Zahra Turkish Ice Cream, a company operated in several major cities in Indonesia such as in Jakarta, Bekasi, Bandung, and Yogyakarta with nine stores in total to introduce Turkey’s culture and identity. This paper describes Zahra Turkish Ice Cream’s role as a non-state actor in conducting gastrodiplomacy and revealed whether or not Zahra Turkish Ice Cream is able to attract consumers toward Turkey’s culture. This paper employs two concepts; new public diplomacy and gastrodiplomacy. This paper argues that Zahra Turkish Ice Cream has succeeded in introducing Turkey’s culture to its customers.

This article analyzes the role of the United Nations Development Program (UNDP) through the Hydrochlorofluorocarbons Phase-Out Management Plan (HPMP) Program which encourage Indonesia to implement regulations at the ministerial level that aim to undertake ozone layer protection and the phasing-out of the substances that deplete the ozone layer in Indonesia. This shows the role of international organization to shape national regulation in member states. In analyzing these problems, researchers used the framework of the international norm diffusion, specifically the conditions on economic assistance and the interaction with transnational actors, also the State Socialization. This study uses qualitative methods that emphasize non-numeric data and by conducting studies in previous studies. The conclusion of this research is that the UNDP through the HPMP Program has played a role in establishing national regulations related to Ozone Layer Protection and the phasing out of the substances that deplete the ozone layer which is regulated in Minister of Industry Regulation Number: 41/M-Ind/Per/5/2014 and Regulation of the Minister of Trade Number: 55/M-Dag/Per/ 9/2014.

International relations as an academic field of study has a reputation for being masculine, violent, aggressive, or even brutal because of its focus on power projections and the state as the main actor. His academic and practical discussions rarely discuss issues related to other matters outside of defense, military, and state power, such as issues of gender equality or social welfare that have international and transnational dimensions. This paper criticizes the conception of masculinity which has been the heart of various schools of thought in international relations through the lens of feminism. This paper will explore more deeply the approaches and main ideas in the concept of masculinity and international relations, by focusing on the ideas promoted by the realism and constructivism paradigms. These ideas will then be contested with the concepts narrated by feminists in international relations. After reviewing the masculinity approach, this paper will also attempt to map the consensus between the feminist approach and the traditional notion of international relations regarding the concept of masculinity.

Amidst the rapid influx of technology, the Indonesian government must prepare for the future evolution of culture and job skills. One of the realizations of this preparation is through the implementation of the Merdeka Belajar — Kampus Merdeka (MBKM) policy. This research discusses how educational diplomacy and cultural diplomacy are implemented through the Indonesian International Student Mobility Awards (IISMA), one of the flagship programs of MBKM. Using a descriptive qualitative method based on literature review, in-depth interviews, and observation, the authors describe this phenomenon through the concepts of soft power and public diplomacy. The results of this research indicate that the implementation of IISMA aims to build nation branding and a positive image of Indonesia in the eyes of the world, as well as to accelerate the improvement of education quality in Indonesia and promote cultural diversity. This program is a correct step towards achieving peaceful foreign policy goals and prioritizing human resource investment, although overall results require a long-term process.

The emergence of polemics in terms of advocating the legalization of LGBT in Indonesia is a domestic phenomenon related to the international politics. LGBT already exist in Indonesia for a long time, and the number is growing, and needs concern. Legalization by 22 countries around the world encourage the LGBT community in Indonesia demands the government acknowledged of the existence in line with the globalization of communication which facilitates freely information flow crossing boundaries of the country. The support the United Nations, United States with a diplomatic device, and funding by UNDP lead LGBT issues become more complex. The phenomenon can be defined as an act of western cultural hegemony attempts to veil emasnsipatory spirit that does not comply with the norms and values of Indonesia. Indonesia needs to counter the hegemony with organic intellectuals to achieve a catharsis conditions, so that Indonesia is able to preserve its norms and values.

Nuclear ROK and US’ Military Retrenchment: Changes of Approach toward Korean Peninsula Crisis

North Korea has conducted sixth nuclear device tests by 2017. But the United States and South Korea persist on their current approach, that is pressure and sanction. The ways in which the United States and South Korea manage the Korean Peninsula crisis beg us to rethink, since the objective thereof, namely denuclearization, has not come into fruition. There are three problems to discuss. First, why North Korea keeps developing its nuclear weapons program. Second, why the current approach of the United States and South Korea seemingly fails. Third, what kind of changes the United States and South Korea need to have. This article argues, South Korea needs to acquire and develop its own nuclear weapons, and the United States needs to perform military retrenchment by retracting United States Forces Korea from the Peninsula. To examine the argument, neorealist theory, Waltz’s proposition on the further spread of nuclear weapons, and theory of military retrenchment, all provide necessary framework.

Singapore’s Foreign Policy: A Book Review

This book contains five chapter with a specific explain and contribution in every chapter. The first chapter is about Singapore’s foreign policy and explains about exceptional state. The second chapter is talking about the battle of sovereignty. The third is about transcending regional locale. The fourth explaining about Singapore and the power, and the last is about driving and suffering the region. The Island Republic of Singapore is the smallest state within South-East Asia and, indeed, within a wider East Asia. It also lacks natural resources, except for the human variety in limited numbers, and a harbor in an ideal location for servicing regional trade. In 1999, for the third year running, the Swiss based world economic forum ranked Singapore first among over fifty leading economies in its annual global competitiveness report. In its material accomplishments and attendant external recognition, Singapore is exceptional not only within its regional locale, but also globally among so called small states. The point has been well made that economic success is the main reason for Singapore’s high status and disproportionate influence in international affairs.

In the history of Indonesia’s foreign policy, there are often differences in attitudes between the Ministry of Foreign Affairs and the Ministry of Defense in responding to international issues. The Ministry of Defense seems to act unilaterally and pays little attention to the Ministry of Foreign Affairs in expressing attitudes and views regarding Indonesia’s foreign policy. There are disagreements between two ministries that cause polemics and pros and cons in government circles which eventually evaporate in public space. This paper analyzes the lack of synergy between the Ministry of Defense and the Ministry of Foreign Affairs in addressing international problems, which seem to work independently. This paper argues that a one-door policy in Indonesian foreign policy is needed, where the Ministry of Foreign Affairs must be positioned as the only door in the formulation and implementation of foreign policy, which the Ministry of Defense must submit to and comply with and synergy with the Ministry of Foreign Affairs in foreign policy issues.

Middle countries are considered to be more vulnerable in crisis management because of their marginal position in the international politics. In the pandemic, middle power diplomacy is expected to fill the void left by developed countries so that they focus on multilateral efforts. This paper argues that Indonesia exercised middle power diplomacy in 2020. This diplomacy is carried out with a commitment to encourage global cooperation in resolving the pandemic through multilateral efforts. The multilateral initiatives are carried out as part of ‘good international citizenship’, and also serves as the mechanism to voice Indonesian aspirations, aspirations related to humanity, efforts to create global norms, and efforts to reach international treaties. This paper is a qualitative research, which is based on a literature study in the form of an official statement from the Government of Indonesia through the Ministry of Foreign Affairs and is supported by secondary sources.

The purpose of this paper is to answer two research questions. The first one is how Indonesia utilizes culture as the soft power resource in G20 Presidency 2022 and the second one is the practice of Indonesia’s digital diplomacy on Instagram in G20 Presidency 2022. This research utilizes two conceptual frameworks, the concept of soft power and its cultural element, as well as the concept of public and digital diplomacy. The methodology used in this paper is a qualitative method. The primary data are gathered from Indonesia’s government statements and an official Instagram account that has been verified, @indonesia.g20, as a purposive sample. The secondary data of this article are taken from academic journals and e-books. All data used in this research are limited from December 2021 until May 2022 as part of the early phase of Indonesia’s G20 Presidency. The findings of this research are: (i) Indonesia uses the element of culture as part of promoting its soft power at the global stage through G20 by using cultural element in the G20 Presidency logo; (ii) the strategic issues regarding culture are combined with performances to showcase the variety of Indonesia’s cultural actors and communities; (iii) the practice of digital diplomacy, in terms of agenda-setting, has used three methods to spread information regarding the G20 agendas: by providing technical information, explaining substantive messages of G20 priority areas, and inviting active engagement through quizzes on G20 issues; and (iv) digital diplomacy on @indonesia.g20 Instagram account has covered the involvement of non-state actors.

This article aims to compare two Indonesia’s foreign policy ideas, namely, dynamic equilibrium and the ASEAN Outlook on the Indo-Pacific (AOIP). It treats both ideas as an analytical tool instead of propositions to be tested against empirical evidence. Using liberal-institutionalism approach, this article argues that despite both ideas applies in the Indo-Pacific region, both have different characteristics. While dynamic equilibrium can be regarded as a foreign policy doctrine which only proposes the basic principles of interstate relations, AOIP is a cooperative framework which becomes policy guidance for countries in the region. However, both ideas conforms liberal-institutionalism premises that international regimes matter because it provides set of rules for cooperation rather than rivalry, recover ASEAN’s role as a key actor in the region, promote dialogue in dispute settlement, and gain economic development.

The transformation of governance from centralized to decentralized opens the role of local governments to contribute in advancing national interests. The birth of the Regional Autonomy Law as a legal framework for local governments to pursue development goals by looking at a number of potentials they have. The role of local governments is not only becoming a local actor but also an international actor known as ‘paradiplomacy’. The example of paradiplomacy in international relations is initiating cooperation on foreign investment to attract foreign investors. Makassar is one city that has been implementing paradiplomacy to create a smart city in order to achive good governance characterized by integrity, accountability, and transparent. Therefore, due to the rapid progress of the information technology every single town and district as well as province should create IT-based smart city to create a public service that is more efficient and innovative.

This study aims to understand and examine the economic relation between Indonesia and Japan. This paper questioned; how will the degree of Indonesia’s economic dependence on Toyota’s corporation affect the economic diplomacy through IJEPA? As analytical tools, this article used the concept of transnational economic diplomacy. This paper argues that Indonesia has experienced a very high economic dependency phase in the automotive sector, through Toyota Corporation. This dependence is not only on the existing corporation, but also on the partner country - Japan. Meanwhile, amidst the existing dependencies, the IJEPA agreement itself contains a major problem. It is seen that Japan’s offer through MIDEC program in the form of technology transfer has not yet shown its seriousness. As a result, negotiating agreements to implementation is considered a failure. The two findings are alternating to make Indonesia lower in the bargaining position of the next negotiation.

This study explains the socio-political conditions of government in the New Order era and revisits the situation at that time from the perspective of Thomas Hobbes and Niccolo Machiavelli. This is based on the desire of some parties who want to return Indonesia back to the New Order era which is considered by some people to provide political and economic stability. This paper argues that the New Order and the state power model as described by Hobbes and Machiavelli thinking placed the unity of the state as the core idea, which made the country stable and did not experience horizontal conflicts. But with globalization, the rapid development of technology and the power of social media, making Indonesia as an authoritarian state as before would be difficult, if not impossible to do. It is important to study the thoughts of these two figures because both Machiavelli and Hobbes attach great importance to the unity and integrity of the state, and avoid the state from breaking up due to conflict and war.

This article examines the dynamics of the method local integration of ex-East Timorese residents in the refugee settlement area of Kupang Regency, East Nusa Tenggara Province.The author uses the Functional Theory by Talcott Parsons and the Local Integration concept by UNHCR as set out in Refugee Convention 1951. While related to research method, the author uses qualitative methods with descriptive approaches and secondary data. The results showed that the implementation of local integration of ex-East Timorese was not as expected. This is due to obstacles in every level of the local integration process, both related to legality, economy and socio-culture. Social harmony between local residents and ex-refugees isn’t always become the commitment of the central and regional governments, but requires the role of the informal sector, especially local communities at refugee settlement areas. The process of local integration that is not going well can lead to social conflict in the community.

This paper provides an analysis of Indonesia’s immigration policies towards Israel and Taiwan, two countries that do not have official diplomatic relations with Indonesia. Immigration policy analysis will focus on the implementation of Indonesia’s selective policy towards foreigners such as applications for entry permits (visas), inspections at Immigration Checkpoints (TPI), supervision of foreigners, and enforcement of Indonesian immigration laws. Through qualitative research methods and descriptive analysis approaches, it can be explained how the concept of national interest is able to influence Indonesia’s decision not to open diplomatic relations with Israel and Taiwan. The differences in background that affect the absence of diplomatic relations have finally contributed to the differences in the policy of granting the Visa of the Republic of Indonesia to citizens of Israel and Taiwan who want to enter the sovereignty territory of the State of Indonesia. The Covid-19 pandemic situation also influenced the policy of granting the visit visa. There are no differences in security enforcement policies at Immigration Checkpoints and immigration control, as well as law enforcement through immigration administration actions between Israeli and Taiwanese citizens and foreigners from other countries.

Indonesia, having affected by the climate change, has a national interest to sign the Paris Agreement of Climate Change. The disruption of food security as a consequence from climate change raises Indonesia's interest on participating in the Paris Agreement. Indonesia's Nationally Determined Contributions report, which was last compiled in 2021, shows its contribution as a Party by committing to carry out mitigation and adaptation actions related to food security as a result of climate change. Analyzed through the four dimensions of food security according to the Food and Agriculture Organization (FAO), Indonesia's mitigation and adaptation action programs in the 2021's NDCs are considered to fulfill these four dimensions and will gradually maintain food security if implemented in a sustainable manner. It can be concluded that Indonesia has shown its commitment and contribution in maintaining food security as a member of the Paris Agreement.

During the leadership of President Sukarno, China had an important meaning not only for the people of Indonesia but also as a source of political concept from the perspective of Sukarno. In addition, China also had significance for the Indonesian Communist Party (PKI) as a meeting room prior to communist ideology. The paper employs literary study method and discusses about diplomatic relations between Indonesia and China during the Guidance Democracy ( 1949-1965). The relationship between two countries at that time exhibited closeness between Sukarno and Mao Tse Tung. The political dynamics at that time brought the spirit of the New Emerging Forces. Both leaders relied on mass mobilization politics in which Mao used the Chinese Communist Party while Sukarno used the PKI.

This paper aims to analyze how the Indonesian government’s efforts to fulfill the health rights of refugees or asylum seekers who were in Indonesia when the COVID-19 case hit the world. Pekanbaru was chosen as a case study because it has broken the record for the highest number of additional COVID-19 cases in Indonesia. This condition is exacerbated by the fact that, Pekanbaru is also one of the cities with the highest number of receiving refugees in Indonesia. Using qualitative research methods, this paper argues that the acceptance of refugees by Indonesia on humanitarian principles is in line with the identity that has been shown as defenders of human rights. To maintain this identity, in terms of handling COVID-19 with refugees, it would be better if Indonesia adapted policies that were adaptive and sensitive to minority groups, in this case asylum seekers in Pekanbaru.

Indonesia implemented a nickel ore export ban policy in 2014 with the aim of maintaining sovereignty and control over natural resources, increasing the added value of nickel products, and optimally utilizing nickel wealth to improve people's welfare and strengthen the country's economy. This policy was also taken to strengthen Indonesia's bargaining position in global trade and to show independence and courage in making decisions that could provide long-term benefits for the country. From the perspective of rational choice theory, the nickel ore export ban policy is the result of considering ideological preferences, which focus on efforts to produce nickel derivative products that are processed from upstream to downstream in Indonesia which can then increase the added value of nickel products in the international market which has an impact on creating economic independence from the nickel industry. The nickel ore export ban policy also aims to strengthen Indonesia's bargaining position in international politics and global trade, especially through nickel diplomacy.

Transboundary haze pollution is one of environmental problems in ASEAN that had caused serious impact toward some countries in the region, include Singapore. Due to the failure of Indonesian government in controlling the forest and land conflagration, Singapore conducted securitization against haze issue. This research aims to explain haze securitization concluded by Singapore government in 1997-2014. This research employs’s Barry Buzan theory on securitization. This research pound that haze securitization was successfully conducted by Singapore goverment with variety of efforts, such as sending memorandum to Indonesian government, ratification of ASEAN Agreement on Transboundary Haze Pollution (AATHP), bilateral cooperation to overcome the haze problem and announcing the Transboundary Haze Pollution Act. However, the securitization did not influence Indonesia and Singapore bilateral relations.

As a maritime country Indonesia has economic and security opportunities as a foundation for national development. The future of the Indonesian maritime is realized through the synergy between the economic and the security aspect. This article describes the importance of such synergies within the framework of the global maritime fulcrum. Economic development in this framework is realized through ‘tol laut’ and connectivity of goods and services throughout Indonesia. In terms of security issues, the combating of illegal fishing is a form of defense policy as well as effort to maintain Indonesia’s territorial sovereignty. On one hand, this paper stresses the importance of economic development supported by defense and security stability. On the other hand, the development of defense posture requires a robust economic strength. Economy and security are two aspects that are inseparable and mutually supportive as an effort to realize the ideals of Indonesia as a global maritime fulcrum.

This paper discusses about the dynamics of the development of the international norm “war on terror” which is analyzed from three dominant approaches in international relations; realism, liberalism, and constructivism. Specifically, this paper seeks to reveal the dynamics of war on terror norms from its inception to date, where the norms have been adopted by the majority of the international community. The first stage is the emergence of the norms which fall within realist thinking stressing on materialist and rationalist dimensions such as security issues and threats from terrorists. The second stage emphasizes on the role of international organizations and international law that closely associated with liberalist thinking. The last stage is strengthening the norms focusing on shared ideas related to humanity, human rights and freedom to build a common identity that led to the emergence of the counter-terrorism norms that fit constructivist perspective.

This article aims to analyze the selective policy adopted by Indonesian immigration towards foreigners from calling visa countries. Through a qualitative research method with a descriptive analysis approach and the framework of concept of foreign policy decision making and national interests, it can be explained how the implementation of Indonesian immigration selective policy and the determination of vulnerable countries so they can be categorized in to calling visa countries. The author also seeks to provide an analysis of the anomalies in determining countries that are categorized as calling visa countries. The application of selective policy applied by the Indonesian government through the issuance of visiting permits, supervision, and immigration administrative actions against any foreigner. It is implemented more stringently and through a multi-layered process towards foreigners from calling visa countries.

This article aims to analyze Indonesia’s Immigration policy in restricting the arrival of foreigners due to the Covid-19 pandemic. Through a qualitative research method and descriptive analysis approach, it can be explained how the concept of human security and state sovereignty affects the making and implementation of a series of policies to restrict the arrival of foreigners to Indonesia during the Covid-19 pandemic. The author seeks to provide an analysis of how the Covid-19 pandemic has become a real threat to global human security and how the Indonesian government seeks to protect the Indonesian people by limiting the arrival of foreigners to minimize the spread of Covid-19. The Indonesian government does not take a lockdown policy, but prefers policies that can protect health while protecting the economic activities of the Indonesian people. In the ‘New Normal’ way, Indonesia’s immigration policies continue to adapt to support economic recovery while supporting the implementation of health protocols.

This paper discusses how pillars in Indonesia’s vision of Global Maritime Fulcrum (GMF) are interrelated, particularly maritime culture and maritime diplomacy. These two pillars need to be implemented as an entity concept. Previous literatures have mainly discussed how each of the pillars contribute to the realization of GMF vision. Based on the perspectives of International Relations theory, this paper explains how maritime culture can influence the formulation of strategy and implementation of Indonesia’s maritime diplomacy. The authors argue that the pillars of maritime culture and maritime diplomacy are reflection of the national interests supporting the GMF vision. Additionally, the embedded maritime culture in Indonesian society can have positive implications for the inputs, processes, outputs, and outcomes of maritime diplomacy. If maritime culture can be managed, it would serve as an instrument of soft power, it would construct the national identity and it would drive the creation of regional security governance, maritime norms and regime that could serve as facilitating factors for the achievement of national interests through Indonesia’s maritime diplomacy. Garuda Canti Dharma; peacekeeping force; international cooperation
Cooperation through the Garuda Canti Dharma exercise in 2022 is the second cooperation in the field of peacekeeping force training between Indonesia through the Indonesian Armed Forces Peacekeeping Centre and the United States through the United States Indo-Pacific Command (USINDOPACOM). Indonesia and the United States are countries that pay attention to peacekeeping operations. To solve the problem in the mission, a trained maintenance team is needed. Therefore, training through predeparture exercises and cooperation in training is needed in this regard. This article uses seven elements of international cooperation according to Messner, Guarín, and Haun in 2013 namely reciprocity, trust, communication, reputation, fairness, enforcement, and we-identity. By obtaining data through interviews and analysis from trusted journals and sources, the result is that each element of international cooperation is included in this cooperation.

NGOs, Political Protest and Civil Society: Book Review

Non‐governmental organizations (NGOs) play a key role for providing a platform for citizens to raise their discontents in democratic settings. NGO activities for encouraging democratic public engagement pose no threats against stability in consolidated democratic regimes with effectively functioning political parties. On the other hand, they can be acontentious issue in countries with shaky foundations of democracy. In fact, Huntington mainly champions in one of his most widely cited works by the civil society literature the idea that associations of social capital such as civil society can have detrimental repercussions on stability and order in infantile democratic regimes since political parties in such contexts are argued to be ill‐equipped to handle challenges brought bymodernization. On the other hand, primary elements of social capital (i.e.civil society) are acknowledged to be the prerequisites for effectivefunctioning of democracies.

China is the emerging powers that many people believe that in the many years later they will be the most productive country with the fastest growing economic development in the world. As a consequence, China would be the main actor for global integrations as well as one of strategic partners for Indonesia. This research employs qualitative research method to understand which aspect influence the most towards Indonesia and China partnership. This paper will show the future partnership between China and Indonesia in economic and socio-cultural aspect.
