The concept of social justice is mainly related by the question ” who can gain implementation of policy”. These reflect the importance of transparancy and accountability which should be implemented by local and national government. However, the gap in social justice become higher due to the lack of law enforcement, and social rejection could be reflected by apathism, demonstration and even anarchy. The research on the system of salary in Central Java shows that this policy actually reserves social protection among workers, and also resolves the economic and social conflict.
