The roles of public relations become more important in the era of PT BHP. It happens because PT BHP has to market its education like a private organization. To make the implementation of public relations program consistent to the programs’ objectives, a process evaluation is needed. Though, many evaluations of public relations programs are more frequently done in the point of view of Administration and Management discipline, a process evaluation of the matter on the basis of Public Policy discipline is worth trying. The reason is that these different evaluation approaches will give different pictures of the evaluation results. Each of these gives a different emphasis and it is theoretically possible.
