NETWORKING DALAM INTERGOVERNMENTAL MANAGEMENT
Abstract
Paradigm shift from centralization to decentralization and networking principals in intergovernmental management has not been followed completely by the bureaucrats. Inter-regional cooperation tends to be bureaucratic and inflixible. In the alteration process of regionalization to regional cooperation, the first initiative of the regionalization establishment which characterized centralistic regionalization does not affect the development of a regionalization to regional cooperative organization or persistent to be a spacious region. There are some more determining factors. The Communications Model of Intergovernmental Policy Implementation, which proposed inducemnet and constraint factors can be used as reference adds some variables in the regional cooperation, such as:local egoism, limited regional capability, etc. Common error in inter-regional cooperation is in applying Weberian bureaucratic principals in the format of inter-regional cooperation. The development of inter-regional cooperative organization should be done with inter-organization approach setting out networking concepts and Collaboration.
