TANTANGAN DAN PROSPEK PROFESIONALISME BIROKRASI PUBLIK PASCA PILPRES II

Abstract

Bureacracy has an important role in paving the way for eradicating
corruption practices in Indonesia. The new government under President Susilo
Bambang Yudhoyono is expected to change the image of red-tape and slow
bureaucracy into a professional bureacracy implementating good public
governance. This professional bureaucracy should meet several criterias,
consisting of accountability, openess and transparancy, as well as consistent
law enforcement. According to business circle and the society, unprofessional
bureaucracy is said to be the biggest problem in this countrys public
administration. There is a possibility that after the second General Election
professional bureaucracy could be executed, but with the requirements of the
existence of commitment from the national leaders. Besides it could also be
done through evaluating and managing bureaucracy personnels main function
and duties by implementing structure follows strategy procedure. Moreover, by
implementing performance based budget, in the central, provincial and regencial/
municipal government. Furthermore, carrot and stick strategy should also be
implemented.
