IMPLEMENTASI KEBIJAKAN PERSAMPAHAN DI KOTA SEMARANG

Abstract

Various urban community activities bring a number of negative impacts
and problems, and problems related to garbage management is one of them.
Semarang Municipality has been realizing various programs in handling its
garbage, for the sake of its ATLAS slogan implementation, and as a realization
of good public service to the society. However, there are some problems
hampering these efforts, such as the lack of policy socialization causing unclear
information, problems related to government personnel, lack of hygiene and basic
facilities, and low societys participation. This article analyzed the relation of three
variables namely communication, society participation and resource, with the
implementation of garbage policy in Semarang. The result shows that these three
variables are related to the policy implementation. It is recommended that there
should be political support, such as in the form of commitment from both the
executive and legislative, for a better garbage management in Semarang.
