Abstract


A country is an organization that among its main functions is giving service
to the public for the sake of the peoples welfare. However, for many reasons,
excellent service delivery is not always available. There area various problems
hampering efforts to increase service quality faced by any organization, such as
the Pawnshop Office of Semarang. The main function of this organization is to
loan money to those willing to entrust his belonging to this office. Semarang has
nine Pawnshop branches. However, their service quality has not met their
customers hope. Therefore they are considered less satisfying the people. This
condition should be improved for the sake of realizing this organizations mission.
