EFISIENSI REFORMASI ADMINISTRASI PUBLIK DALAM KERANGKA OTONOMI DAERAH

Abstract

The intention of public administration reform is to make a fundamental
change in the main task, structure, and function of local autonomy region and
all its decisions to improve public service programs. Several important items
should be kept in mind if we want to implement public service programs include:
the objective of reform, the reform agenda, the empowerment of community,
and good governance.
We should pay more attention to these four aspects mentioned above if
we do not want to be trapped into power oligarchy at the local level. To avoid this
to happen several steps should be considered : to create good public policy ,
reorganization of public institution, improving organization culture, and making
quality public service to satisfy our costomers. Realizing that public institution
has limitation, we should invite private sector as well as community organization
to participate.
