Abstract
Among the impacts of centralization is that local governments are forced
to earn from local potencies to enhance the Local Government Revenue. Among
the efforts done by Semarang Municipal Government is by enhancing its market
earning by implementing Local Government Regulation No 9 Year 1998 on Market
Retribution. However, among factors hampering the implementation of this
regulation are communication, resources and disposition of the government
apparatuses.
