PUBLIC BUREAUCRACY: ETHICS AND REFORM

Abstract


Pathology bureaucracy in Indonesia has been felt in all areas. The ideal
bureaucracy typology of Weber and various bureaucracy ethics are avoided by
public bureaucrats. Therefore, public bureaucracy has to be reformed into good
governance. However, after 10 years reform movement in Indonesia, the result
is not yet as it is intended. Public bureaucracy reform needs revitalization to
path the ways for simultaneous structural, process, and cultural change. The
main key for success in public bureaucracy reform is transformational leadership,
a leadership which is able to inspire and plays as a model.
