Abstract
Various arising out crisis in management of public sector in Indonesia
require approach of more effective leadership. Approach of leadership leaving
from new viewpoint which more inovatif. An approach of leadership of which can
push change it with quicker time and cheaper expense. Blue ocean leadership
framework is more applied using handling simulation two cases : natural disaster
of Yogya and solution of Governmental BILL of Aceh.
