Abstract

Provincial financial management in the context of local autonomy needs
suitable policy based on good governance principles. The realization of
democratic principle, one among the principles of good governance, is a good
base for the implementation of good fincancial governance. However, financial
management in Indonesia, including in East Java, has not been based on this
principle. Therefore it result in the overlapping and conflict of interest among
governmental sectors.
