Abstract
Local autonomy policy encourages structural, functional and cultural
changes in local government sphere, including in authority delegation from city/
regency to district and village level. In the implementation of local autonomy
policy, Serang Regency, Banten Province, has delegated its authority on natural
resource management to district level. The villages are granted with full autonomy
in implementing its duty and function in their areas. Therefore there should be
development in the quality of institutions and personnel in district and village
level, while coordination, financial support and supporting materials should also
be enhanced in order to bring efficiency and effectiveness in the delegated
program/policy area.
