IMPLEMENTASI PELIMPAHAN KEWENANGAN WALIKOTA KEPADA CAMAT (Studi kasus Kota Makassar)*

Abstract

Flexibility to translate policy as needed locally in the implementation era of
Government Law No 22/1999 implies on the variability of authority delegation of
Regent/Mayor to the Head of District. There are two patterns, namely: (1) Head
of Districts authority is still the same as before the implementation of the law; (2)
There are some additional authority to the Head of District, but not optimal.
Makassar City still implements the first pattern, without considering each districts
character and population.
Therefore it is recommended that for the optimalization of District and
Village/Kelurahan function, pattern II should be better implemented, by analyzing
area and population characteristics of each district. Afterwards they should be
given authority as needed.
