Abstract

The government provides various service to its society, in which health
service is one among the most important. Due to this the government built
hospitals, community health centers (Puskesmas), and others for its service
delivery facilities. However, the implementation of health policy should now
follow good governance principles, as good governance becomes a must all
over the world, including in Indonesia. This is especially important since
Indonesia is now implementing local autonomy policy, in which a responsive,
transparent, efficient, effective, and accountable government is highly demanded
by the society. This article is based on the result of Governance and
Decentralization Survey (GDS) 2002 in Central Java. It is found that health
service in this province still does not fit good governance principles.
