IMPLEMENTASI KONSEP “REINVENTING GOVERNMENT” DALAM PELAKSANAAN OTONOMI DAERAH
Abstract
This study discusses the implementation of a concept of reinventing government in the context of realizing local autonomy in Indonesia. This concept was introduced by Osborne and Gaebler as a critic towards the performance of hierarchical Weberian bureaucracy adopted in the United States, in which it became increasingly inefficient and ineffective to deliver public servive as a result of the fast global changes.
As a concept, entrepreneurial bureaucracy is promising, and therefore it is considered very important to be adopted in the context of rebuilding a new Indonesian bureaucracy to support the implementation of local autonomy. Several problems, however, become a stumbling block in the adoption of reinventing government since Indonesian bureaucracy has been characterized as a patrimonial bureaucracy coloured by corruption, collusion and nepotism. Thus, strong commitment and real action of national and local political elites and the current wave of democracy are needed to do the reformation.
