ANALISIS FAKTOR-FAKTOR YANG MEMPENGARUHI KEBERHASILAN IMPLEMENTASI KEBIJAKAN PENATAAN, PEMBINAAN, DAN PENERTIBAN PEDAGANG KAKI LIMA (PKL) DI SURAKARTA (STUDI KASUS DI KECAMATAN LAWEYAN)

Abstract

Sidewalk trader existence always becomes a dilemma in every region. On
one hand, this activity is an income source for the society and can move economic
wheel. However, on the other hand, it is considered as a disease because it
can disturb cities beauty and order. Therefore the government always encounters
uneasy choices. The city of Surakarta issued a policy on Sidewalk Trader in the
Municipal Law No. 8, 1995. This research analyzed the implementation of this
law related to environmental condition, communication, and behavior of this
policys implementor. Laweyan sub-district was chosen as sample area, with
240 traders taken as samples through random sampling technique, using
questionnaire, interview, and documentary research method.
It is recommended that a successful implementation of this municipal law
should be achieved by improving the environment condition, communication
and implementors behavior. Among the efforts are enhance cleanliness and the
implementors competence, as well as a strict law enforcement for those violating
the law.
