Abstract
Focus of this research is empirical evidence of the contradictory condition
of Simpang Lima public square of Semarang city and Simpang Empat of Malang
city. Simpang Lima is not well arranged, traffic jammed, and crowded up by the
sidewalk traders whereas Simpang Empat of Malang s clean and free from any
sidewalk traders activities. This research used comparative policy analysis
method.
The result shows that philosophically there is a significant difference in the
city management to control this important public space area. The Municipal Law
No.1, 2000 and the Mayors Stipulation No. 580, 2000 in Malang strictly prohibit
strictly any activity of sidewalk traders in Simpang Empat area, while there is no
similar policy in the Municipal Law No. 11, 2000 and the Majors Stipulation No
511/3/16, 2001 for Simpang Lima area in Semarang.
