Abstract

Efforts of public administration reform needs the spirit of bureaucracy to
serve the public and to become public partner (co-production). Public service
paradigm means serving which focuses on efficiency and good development
performance manifested among others in serving and not hampering atitude,
simple and transparent for everyone and not only for several people. The
meaning of public administration as an institution which realize governance
service, focused on service the public, has to be well realized by all government
apparatuses.
