KEBIJAKSANAAN DESENTRALISASI DAN PEMBERDAYAAN BIROKRASI LOKAL
Abstract
Decentralization with its wide and responsible dimension brings
consequence to the local government to enhance its institutionand personnel
capacity, to have good capability, skill, organization and management in realizing
its development and public service tasks. Decentralization is positive if it is
managed by professional and qualified local government in terms of their
managerial, ethics and moral. More importantly is to place society as the main
actor since they know more of their needs in line with their capability and
potencies, not because of mobilization or government oppression. The
enhancement of local governments role is by empowering government
personnels in terms of their capability in public policy making, organizational
management, local resource increase, commitment, accountability, ethics and
moral.
