Abstract

Public Administration as an academic field is very dynamic, its focus is
always transformed according to the development and change of our society.
Paradigm changing is being constantly happened from political-administration
dichotomy to the new public management, managerialism, market based public
administration and good governance. The new Public Administration is not a
matter of reform or a minor change in management style, but a change in the
role of government and society and the relationship between government and
people. A new paradigm of Public administration has been born.
