DASAR-DASAR PELAYANAN INSTANSI PEMERINTAH MENUJU PELAYANAN PRIMA: Suatu Telaah Teoritis

Abstract

Public service in the public administration reform in Indonesia is facing a
crucial agenda, since there are many aspects of societys life are still served by
the government or related to government affairs. Society-based public service
concept as an effort of creating excellent (highly satisfying) service is the
responsibility of every government apparatus in all governmental fields, in line
with his or her job and duty. In delivering public service, ethics should be heavily
considered since its application determines people image about the government.
Delivering an excellent public service is not an easy business, since it needs a
good cooperation among all related elements, especially human resource. To
enhance the effectiveness and efficiency of public service it is recommended
that the government should play the function of steering rather than providing.
Besides, the public should be empowered and asked for a better cooperation
with the government. Finally, better public service management should be
applied to enable government institutions provide excellent service.
