TINGKAT PELAYANAN PUBLIK DI PEMERINTAH KABUPATEN PATI
Abstract
The aim of this research was to identify the service level of public service
units related to licence issued in Pati Regency. The locations were public service
implementing units in the regency, covering building construction permit,
disturbance licence permit, trade and business permit letter (SIUP),
advertisement permit, closing road permit (IMJ), and forbidden road passing
through permit (IMJT). Data collection was through structured interview with
licence issued customers, and in-depth interview with licence issued personnel.
Data analysis employed SPSS and D survey methods. Analysis techniques
were proportion technique, scoring and exploration. From this research result it
is recommended that a centered service delivery pattern should be applied to
smooth licence issued process. The quality of the service personnel should be
enhanced through public relation and personal skill training, as well as technical
capability related to his or her specific duties. Personnel should be ready and
available during working hours. The working environment in these public service
units should also be enhanced such as by providing technical facilities,
information on process of each licence issued completed with cost and duration
expected, as well as by installing air conditioning facilities. There are also specific
and detailed recommendations for each licence issued unit.
