Data were collected through interviews, observation, and documentation, and analyzed using public policy implementation models and the frameworks of Collaborative Governance (CG) and the Multi-Helix Collaboration Model (MHCM). The findings indicate that post-pandemic infrastructure conditions have deteriorated significantly, while coordination among policy actors remains suboptimal. The third-party management system improves operational efficiency but reduces local community participation. Major challenges include limited resources, weak regulatory synchronization, and ineffective policy communication. The integration of CG and MHCM models proves relevant to strengthening actor collaboration, enhancing institutional capacity, and supporting destination sustainability. The study contributes to the body of knowledge on public policy implementation in the tourism sector and offers practical implications for strengthening Destination Management Organizations (DMO), developing local tourism observatories, and integrating Sustainable Development Goals (SDGs) into regional policy evaluation. }, issn = {2548-1363}, doi = {10.14710/gp.11.2.2026.%p}, url = {https://ejournal.undip.ac.id/index.php/gp/article/view/78711} }
