Hambatan-hambatan sampah elektronik dapat dijustifikasi menurut Pasal XX (b) dan (g) GATT, tetapi tidak mudah untuk memenuhi unsur-unsur kedua ayat tersebut. Kata “necessary ” dari Pasal XX (b) dan “relate to ” dari Pasal XX (g) akan diuji oleh Panel WTO. Sekarang ini, terdapat momentum negara -negara untuk mengembangkan peraturan domestik yang membatasi ekspor sampah elektronik. Konvensi Basel melarang negara-negara anggota untuk mengekspor sampah berbahya ke negara negara lain dan berkewajiban untuk menguranginya. Pembatasan ini berbagai macam bentuknya, termasuk larangan total atau sebagian ekspor sampah elektronik, sistem lisensi ekspor sampah elektronik, kuota sampah elektronik.
