Perubahan Penggunaan Lahan dan Kesesuaiannya Terhadap RDTR di Wilayah Peri-Urban (Studi Kasus: Kecamatan Mlati)

The  disproportion  of  supply  and  demand  of  land  often  extends  cities  to  their  peri urban  areas  reducing their agricultural  areas.  This  is  observable  in  Yogyakarta’s  Mlati  sub district  which  was  classified  as  a zobidekot (a  region  dominated  by  agricultural  areas)  but  lost  301, 9  acres  of  its  agricultural  areas  during the  1996‐2010  period.  The  study  reviews  both  the  change  in  land  use  during  that  period;  and the mismatches between the actual developments from the Detailed Land Use Plan. The study analyzes aerial photos  and  satellite  images through  overlays  and  input-output  analysis,  together  with  SWOT  analysis  of  the  land  use  implementation policies.  Result  shows  that  10,32%  of  Mlati’s  land  use  changed  during  the 1996-2010  period  resulting  in  the loss  of  290,67  acres  of  agriculture  areas  with  as  much  as  13,12% converted  into  housing  areas.  However,  65,%  of  its  land  use  still  conforms  to  the  Planning  Document. The  area  lacks  legal  aspect  in  its  land‐use  plan  policy  implementation  since  the  Planning  Document  has not  been  legalized. Institutional  aspect  shows consistency  and  availability  of  adequate  resources, but weak  implementation  in  terms  of  control  and  law enforcement.  Investments,  tax  policy  and  illegal changes of land use threatening the policy’s implementation.
