Result shows that 10,32% of Mlati’s land use changed during the 1996-2010 period resulting in the loss of 290,67 acres of agriculture areas with as much as 13,12% converted into housing areas. However, 65,% of its land use still conforms to the Planning Document. The area lacks legal aspect in its land‐use plan policy implementation since the Planning Document has not been legalized. Institutional aspect shows consistency and availability of adequate resources, but weak implementation in terms of control and law enforcement.
