PENGUKURAN IMPLEMENTASI, FAKTOR PENDUKUNG DAN PENGHAMBAT STANDAR NASIONAL INDONESIA

Standar Nasional Indonesia (SNI) merupakan instrumen strategis untuk menjamin mutu, keamanan, dan daya saing produk nasional. Namun, implementasinya masih terkendala karena belum ada pengukuran komprehensif yang mengintegrasikan perspektif kebijakan, industri, dan masyarakat. Kebaruan penelitian ini adalah pengembangan kerangka pengukuran holistik melalui integrasi Systematic Literature Review (SLR), analisis bibliometrik untuk memetakan pola riset global, dan analisis konten terstruktur untuk mengidentifikasi faktor kritis implementasi SNI di Indonesia. Berdasarkan analisis 56 artikel jurnal nasional dan internasional dengan protokol PRISMA, penelitian ini menghasilkan: identifikasi faktor pendukung dan penghambat pada tiga dimensi (kebijakan-regulasi, kesiapan industri, kesadaran masyarakat), pemetaan metode pembobotan dan indikator untuk indeks implementasi SNI, serta rekomendasi kebijakan berbasis bukti. Hasil menunjukkan tingkat implementasi SNI masih sedang (industri besar 70–85%; UMKM 20–40%), dengan pendukung utama kejelasan regulasi, koordinasi, dan infrastruktur, serta hambatan utama biaya sertifikasi, keterbatasan laboratorium, dan rendahnya kesadaran publik. Implikasi mencakup pengembangan indeks komposit monitoring SNI, penguatan UMKM melalui subsidi dan pendampingan, serta sosialisasi multi-stakeholder sebagai dasar strategi implementasi yang lebih efektif dan terukur.
