ABILITY TO PAY DAN WILLINGNESS TO PAY IURAN JAMINAN KESEHATAN NASIONAL PADA PESERTA PBPU DI KOTA SEMARANG

Abstract

The National Health Insurance (NHI) coverage in Semarang City has reached 119.84%, or 2,047,827 people. However, 248,017 non-PBI participants were declared inactive or in arrears on their contributions, representing 96,678 participants in the PBPU segment. The high number of delinquent participants is due to their Ability to Pay (ATP) and Willingness to Pay (WTP). This research was a quantitative descriptive study, with a sample size of 97 respondents using accidental sampling. The instrument was a modified SUSENAS BPS questionnaire. The analysis consisted of ATP analysis, including univariate analysis, classical assumption testing, and multiple linear regression. The WTP data analysis conducted to determine the maximum, minimum, mean, and standard deviation values. The results showed that the total income of respondents in the medium income category is in the range≥ Rp 3,744,197,- to ≤ Rp 7,880,546,-, with an average total expenditure of Rp 4,916,241,-. The average real amount of ATP of PBPU participants is Rp 283,221,- person/month. The average normative WTP estimate of respondents is Rp 48,887,- person/month, while the average actual WTP estimate is Rp 39,381,- person/month. The ATP was higher than the WTP. The results can be used as the bases for class selection in the PBPU membership type by income, administrative sanctions for non-compliance with payments and improving services of NHI management health services. Also, the Government and BPJS Kesehatan need to educate the NHI participants regarding the NHI as social health insurance concept and the importance of payment compliance for NHI sustainability.
