Analisis Kesiapan Penerapan Rekam Medis Elektronik di Rumah Sakit X Bekasi dengan Pendekatan DOQ-IT dan EMRAM Tahun 2023

Abstract

Latar belakang: Terbitnya Peraturan Menteri Kesehatan No. 24 Tahun 2022 merupakan langkah Kemenkes untuk mewujudkan transformasi teknologi kesehatan yang mewajibkan implementasi rekam medis elektronik di seluruh fasilitas pelayanan kesehatan di Indonesia. Rumah Sakit X Bekasi merupakan rumah sakit yang bertransisi menuju rekam medis elektronik dengan data pencapaian penggunaan rekam medis per April 2023 masih 73,97%. Tujuan penelitian ini adalah untuk menilai maturitas digital rumah sakit dengan pendekatan DOQ-IT dan Model EMRAM 

Metode: Penelitian ini menggunakan penelitian kualitatif  menggunakan metode indepth interview dengan 10 informan yaitu 3 informan utama dan 7 informan triangulasi serta observasi langsung. Penelitian ini menggunakan Model EMRAM sebagai analisis maturitas digital rumah sakit untuk menilai tahapan kesiapan implementasi 

Hasil: Hasil penelitian menunjukkan Rumah Sakit X Bekasi berada pada Tahap 3 menuju Tahap 4  dari 8 Tahapan maturitas digital EMRAM. Aspek sumber daya manusia menunjukkan staf user memiliki pengetahuan terkait pengoperasian komputer dan mengetahui sistem informasi rumah sakit. Pada aspek budaya organisasi, Rumah Sakit X Bekasi telah memiliki SOP yang bertujuan untuk mengatur hak akses terhadap sistem informasi. Pada aspek tata kelola kepemimpinan, sistem informasi belum dapat digunakan untuk membantu pengambilan keputusan klinis. Pada aspek infrastrutur, di luar unit radiologi sistem PACS belum dimanfaatkan dan sistem informasi belum bisa mengakses database pasien yang bersifat eksternal

Simpulan: Berdasarkan Model EMRAM, Rumah Sakit X Bekasi masih menunjukkan tahap adopsi yang rendah untuk implementasi rekam medis elektronik dan masih menunjukkan kelamahan pada infrastruktur serta sistem informasi yang digunakan sehingga perlu peningkatan pada aspek yang terkendala.

ABSTRACT 

Title: Readiness Analysis of Electronic Medical Record (EMR) Implementation at X Bekasi Hospital in 2022

Background:The issuance of Regulation of the Minister of Health No. 24 of 2022 is a step by the Ministry of Health to realize the transformation of health technology which requires the implementation of electronic medical records in all health care facilities in Indonesia. Hospital X Bekasi is a hospital that is transitioning towards electronic medical records with data on achieving medical record usage as of April 2023 which is still 73.97%. The purpose of this study was to assess the digital maturity of hospitals using the DOQ-IT and EMRAM models.

Method:This research used qualitative research using in-depth interviews with 10 informants, namely 3 main informants and 7 triangulation and direct observation. This study used EMRAM Model to analyze hospital digital maturity to assess the stages of implementation readiness 

Hasil: The results showed that X Bekasi Hospital was in Stage 3 to Stage 4 of the 8 stages of EMRAM digital maturity. The human resources aspect shows that user staff have knowledge related to computer operations and know hospital information systems. In the aspect of organization culture, The X Bekasi Hospital has SOPs that regulated access to information systems. In the aspect of leadership governance, information systems cannot be used to assist clinical decision support. In the aspect of infrastructure, exclude Radiology unit, the PACS system has not been utilized and the information system has not been able to access external patient database

Simpulan:Based on the EMRAM Model, The X Bekasi Hospital still shows a low adoption stage for the implementation of electronic medical records and still shows weaknesses in the infrastructure and information systems so it needs improvement on the constrained aspects
