Abstrak UUD 1945 menegaskan “setiap warga negara berhak untuk memiliki akses terhadap pelayanan kesehatan dan negara bertanggung jawab untuk menyediakan pelayanan kesehatan bagi seluruh warga negaranya”. Dalam Pasal 19 ayat (1) UU Nomor 40 tahun 2004 tentang Sistem Jaminan Sosial Nasional, disebutkan “jaminan kesehatan diselenggarakan secara nasional berdasarkan prinsip asuransi sosial dan ekuitas”. Melalui asuransi kesehatan sosial yang bersifat wajib kepesertaannya, dapat menghimpun sumber dana dari masyarakat sebagai modal pembiayaan kesehatan, mengurangi sistem pembayaran langsung ( out of pocket ) dan dapat meningkatkan sistem pra upaya ( pre paid system ) sehingga cakupan jaminan kesehatan semesta ( universal coverage ) dapat diwujudkan. Abstrak
UUD 1945 menegaskan “setiap warga negara berhak untuk memiliki akses terhadap pelayanan kesehatan dan negara bertanggung jawab untuk menyediakan pelayanan kesehatan bagi seluruh warga negaranya”. Dalam Pasal 19 ayat (1) UU Nomor 40 tahun 2004 tentang Sistem Jaminan Sosial Nasional, disebutkan “jaminan kesehatan diselenggarakan secara nasional berdasarkan prinsip asuransi sosial dan ekuitas”.
