Abstract
Through the industrial downstreaming program, the national industrial strategy demonstrates its accomplishments, including the creation of new firms and collaborations between SMEs and major industries. The features and challenges encountered by SMEs, which have their roots in government policy, are inextricably linked to the problem of poor collaboration between SMEs and big firms. As a result, it is vital to look at how rules or policies may establish SMEs as a component of the national industry and how policy models can promote the development of strategic industrial downstreaming. A normative legal approach is used in this study. The study's findings show that improving the global value chain and downstreaming key sectors are two things that need to be done.
