Kajian Efektivitas Pelaksanaan Kegiatan Car-Free Day di Jalan Jenderal Sudirman Kota Pekanbaru

Car Free Day merupakan sebuah program di Kota Pekanbaru yang bertujuan untuk memberikan edukasi terkait pengurangan jumlah kendaraan pribadi, ruang inklusi sosial dan ruang komunikasi di Kota Pekanbaru. Penelitian ini bertujuan untuk melakukan kajian efektivitas pelaksanaan kegiatan car-free day di ruas Jalan Jenderal Sudirman. Metoda kombinasi dilakukan untuk mengetahui efektivitas dari kegiatan CFD terhadap perubahan penggunaan kendaraan bermotor. Dari sisi pengunjung, terlebih dahulu diidentifikasi karakteristik, pengetahuan, persepsi dan perilaku perjalanan pengunjung. Kemudian, dari sisi pemeritah dilakukan analisis pemangku kepentingan untuk mengetahui sumberdaya, kemampuan mobilisasi, kekuasaan, dan corak kepemimpinan. Dari hasil analisis pengunjung, 64% mengatakan kegiatan car-free day hanya sebatas new urban activism. Menariknya, hampir 90% pengunjung menggunakan kendaraan bermotor ke area CFD, dan hanya 10% yang berjalan kaki, bersepeda dan menggunakan Transmetro. Dari hasil analisis pemangku kepentingan, Dinas Lingkungan Hidup dan Kebersihan Kota Pekanbaru tidak mendukung kegiatan CFD karena jumlah sampah dan polusi udara semakin meningkat pasca kegiatan tersebut. Keadaan semakin buruk akibat pemindahan titik kemacetan di beberapa ruas jalan akibat penutupan jalan dan sistem perparkiran yang on-street parking. Dilihat dari efektivitas, car-free day tidak memiliki pengaruh yang signifikan terhadap pengetahuan pengunjung (sig. 0.139), perubahan moda transportasi (sig. 0.239), dan persepsi pengunjung (sig. 0.308). Sehingga, dapat dinilai bahwa efektivitas program car free day ini masih sangat rendah karena masih banyaknya masyarakat yang tidak memahami tujuan utama dari kegiatan ini dan masih tumpang tindihnya kewenangan dan tanggungjawab pemangku kepentinganr yang terlibat dalam perumusan kebijakan hingga evaluasi kegiatan.
