Model Pengukuran Implementasi Konsep Sistem Inovasi Daerah di Indonesia

Sistem inovasi daerah (SIDa) merupakan salah satu konsep pengembangan ekonomi lokal berbasis inovasi yang telah marak diimplementasikan berbagai negara di dunia, termasuk Indonesia. Konsep ini membangun sektor unggulan di suatu wilayah dengan mengintegrasikan seluruh elemen inovasi seperti politik/regulasi, aktor inovasi, kolaborasi, koherensi kebijakan berjenjang, sosial budaya, dan keselarasan dengan isu global.  Keberhasilan suatu daerah dalam menerapkan SIDa dapat ditinjau melalui pengukuran tingkat kapasitas inovatifnya. Perbedaan metode penerapan di setiap negara memicu beragamnya alat pengukuran. Di Indonesia, pengelolaan elemen inovasi umumnya diwujudkan oleh pemerintah daerah dalam bentuk program inovatif. Artikel ini bertujuan untuk memperkenalkan model pengukuran implementasi SIDa yang komprehensif yang disebut Radar Sistem Inovasi Daerah (R-SIDa). Model pengukuran dilakukan dengan menilai kapasitas inovatif daerah melalui keterpenuhan elemen inovasi dalam program-program inovatif. Aplikasi permodelan diterapkan pada tiga daerah yang telah berkomitmen menerapkan SIDa dalam peta jalan pembangunan daerahnya yaitu Kabupaten Pelalawan, Kabupaten Pemalang, dan Kota Pekalongan. Hasil pengukuran terhadap ketiga daerah tersebut menunjukkan bahwa R-SIDa mampu memetakan impelementasi SIDa dan mengukur tingkat kapasitas inovatif daerahnya. Skor kapasitas inovatif yang tinggi terbukti menunjukkan daerah mampu mengelola program inovatif dengan pjjakan kebijakan inovasi yang kuat dan didukung oleh kolaborasi seluruh aktor inovasi dalam pengembangan sektor unggulan lokal, begitu pun sebaliknya.
