PERSPEKTIF THEORY OF PLANNED BEHAVIOUR PENGGUNAAN MODA TRANSPORTASI PUBLIK DI KOTA TERNATE

Rendahnya tingkat penggunaan moda transportasi publik di Kota Ternate, meskipun berbagai upaya perbaikan layanan telah dilakukan, menunjukkan pentingnya memahami faktor-faktor psikologis yang mempengaruhi perilaku masyarakat dalam memilih moda transportasi. Penelitian ini menggunakan pendekatan Theory of Planned Behaviour (TPB) untuk menganalisis pengaruh sikap (behavioral belief), norma subjektif (normative belief), dan kontrol perilaku yang dipersepsikan (control belief) terhadap minat dan perilaku aktual penggunaan transportasi publik. Metode penelitian kuantitatif diterapkan dengan pengambilan data melalui kuesioner terhadap 200 responden usia produktif (15–64 tahun) yang memiliki akses terhadap transportasi umum di Kota Ternate. Analisis data dilakukan menggunakan Partial Least Squares - Structural Equation Modeling (PLS-SEM) dengan SmartPLS 4.0. Hasil penelitian menunjukkan bahwa normative belief berpengaruh signifikan terhadap minat penggunaan transportasi umum (koefisien 0,305; p = 0,003), demikian pula control belief memberikan pengaruh paling kuat terhadap minat penggunaan transportasi publik (koefisien 0,673; p = 0,000) dan terhadap perilaku aktual penggunaan transportasi umum (koefisien 0,323; p = 0,000). Sementara itu, behavioral belief tidak terbukti berpengaruh signifikan terhadap minat (koefisien -0,131; p = 0,087). Model penelitian ini memiliki tingkat akurasi prediksi yang kuat, dengan nilai R² sebesar 0,685 untuk variabel minat dan 0,724 untuk variabel perilaku penggunaan aktual. Melalui analisis kuadran prioritas, aspek operasional, biaya, kenyamanan, dan ketanggapan layanan diidentifikasi sebagai indikator dengan kontribusi kuat yang perlu dipertahankan, sedangkan aspek keselamatan, ketepatan waktu, dan kepemilikan kendaraan pribadi menjadi area prioritas perbaikan untuk mendorong penggunaan transportasi umum di Kota Ternate.
