Editorial Policies

Focus and Scope

Jurnal Ilmu Sosial (JIS, p-ISSN 1411-8254, e-ISSN 2548-4893 ) provides a media to publish scientific articles as a result of research and development in social and political fields.

JIS publishes research, development and review articles in social and political fields with the following scope:

1. Public Administration

3. Communication Science

4. Governmental Science

5. Sociology

6. International Relations

We accept contributions of research articles and conceptual (non-research) articles from authors in English (preferable). We put more emphasis on research articles.

This journal has been accredited by National Journal Accreditation (ARJUNA) Managed by Ministry of Research, Technology, and Higher Education, Republic Indonesia since year 2018 to 2022 according to the decree No. 21/E/KPT/2018.

JIS as the open access journal has been indexed by Directory of Open Access Journal (DOAJ), Google Scholar, Indonesian Publication Index (IPI), SINTA-Science and Technology Index, and Crossref with a DOI number: 10.14710/jis.

Peer Review Process / Policy

Manuscripts submitted to JIS will undergo a selection and assessment process by the Assistant Editor to ensure their accordance with the writing guideline, focus, and scope, and that they are of excellent academic quality.  The manuscripts will be reviewed using the double blind peer review method in which case neither authors nor reviewers know each other’s identities. 

Editorial Guideline for Journal Publication. The Editorial Guideline for Journal Publication provides essential instructions and standards for authors, reviewers, and editors to ensure high-quality submissions and publications. Please find the complete editorial guideline at the following link

Desk Review. At the desk review stage, manuscripts will be examined to ensure that they have met the writing guideline, focus, and scope with excellent academic quality. If they do not meet the conditions, the author will be given the opportunity to revise their manuscript according to the given criteria. However, there is also the possibility that the manuscript will be directly rejected.

Peer review. When the manuscript has passed the desk review stage, it will then be delivered to two reviewers who are experts in the field of the submitted manuscript. The review process will be done within 3 weeks. Manuscripts that did not successfully pass the desk review process will not proceed to this stage.

Reviewer’s decision. The reviewers will provide the following recommendations:

  1. Accepted; means that the manuscript is acceptable for publication
  2. Accepted with minor revisions; means that the manuscript is acceptable for publication once it is revised in response to the reviewers’ concerns
  3. Accepted with major revisions; means that substantive inadequacies in the manuscript, such as data analysis, the main theory used, and rewriting of paragraphs, need to be revised
  4. Rejected; means that the manuscript is not acceptable for publication or the given reviews relate to very basic issues

The reviewer’s decision will be considered by the Editor in Chief to determine the ensuing process of the manuscript.

Revision Stage. Once the manuscript has been received with notations of minor or major revisions, it will be returned to the author with a review summary form. For manuscripts accepted with major revisions, authors are allotted 5 weeks to revise. Whereas for manuscripts accepted with minor revisions, 3 week is allotted for revision. When returning the revised manuscript, the author is required to fill in and attach the review summary form.  

Final decision. At this stage, the manuscript will be re-evaluated by the Assistant Editor to ensure that the author has revised in response to the reviewers’ concerns. In this final decision, the manuscript may still be rejected if the author did not seriously conduct the revisions necessary.

Proofread. Once the manuscript has been deemed acceptable by the Assistant Editor, it will undergo a proofreading process to maintain linguistic quality.

Publication confirmation. At this stage, the final layout of the manuscript will be resent to the author to ensure that the content is in accordance with the author’s writing. At this stage, the author may revise any typographical error found in the final manuscript. Once confirmation from the author is given, the Editor in Chief will process the manuscript for online publication on the website as well as print publication.

 

 

 

Open Access Policy

This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge.

All articles published Open Access will be immediately and permanently free for everyone to read and download. The use and distribution in any medium is permitted, provided the author and the journal are properly credited. We are continuously working with our author communities to select the best choice of license options, currently being defined for this journal as follows:

Publication Ethics and Allegations of Misconducts

This statement clarifies ethical behavior of all parties involved in the act of publishing an article in Jurnal Ilmu Sosial, including the authors, the editors, the peer-reviewers and the publisher (Faculty of Social and Political Sciences- Universitas Diponegoro).

Ethical Guideline for Journal Publication

The publication of an article in a peer-reviewed Jurnal Ilmu Sosial is an essential building block in the development of a coherent and respected network of knowledge. It is a direct reflection of the quality of the work of the authors and the institutions that support them. Peer-reviewed articles support and embody the scientific method. It is therefore important to agree upon standards of expected ethical behavior for all parties involved in the act of publishing: the authors, the journal editors, the peer reviewers, the publisher and the society.  

Diponegoro University as publisher of this Journal takes its duties of guardianship over all stages of publishing extremely seriously and we recognize our ethical and other responsibilities. We are committed to ensuring that advertising, reprint or other commercial revenue has no impact or influence on editorial decisions. In addition, JIS  and Editorial Board of JIS will assist in communications with other journals and/or publishers where this is useful and necessary.

Allegations of Research Misconduct

Research misconduct means fabrication, falsification, citation manipulation, or plagiarism in producing, performing, or reviewing research and writing article by authors, or in reporting research results. When authors are found to have been involved with research misconduct or other serious irregularities involving articles that have been published in scientific journals, Editors have a responsibility to ensure the accuracy and integrity of the scientific record.

In cases of suspected misconduct, the Editors and Editorial Board will use the best practices of COPE to assist them to resolve the complaint and address the misconduct fairly. This will include an investigation of the allegation by the Editors. A submitted manuscript that is found to contain such misconduct will be rejected. In cases where a published paper is found to contain such misconduct, a retraction can be published and will be linked to the original article.

The first step involves determining the validity of the allegation and an assessment of whether the allegation is consistent with the definition of research misconduct. This initial step also involves determining whether the individuals alleging misconduct have relevant conflicts of interest. 

If scientific misconduct or the presence of other substantial research irregularities is a possibility, the allegations are shared with the corresponding author, who, on behalf of all of the coauthors, is requested to provide a detailed response. After the response is received and evaluated, additional review and involvement of experts (such as statistical reviewers) may be obtained. For cases in which it is unlikely that misconduct has occurred, clarifications, additional analyses, or both, published as letters to the editor, and often including a correction notice and correction to the published article are sufficient. 

Institutions are expected to conduct an appropriate and thorough investigation of allegations of scientific misconduct. Ultimately, authors, journals, and institutions have an important obligation to ensure the accuracy of the scientific record. By responding appropriately to concerns about scientific misconduct, and taking necessary actions based on evaluation of these concerns, such as corrections, retractions with replacement, and retractions, Jurnal Ilmu Sosial will continue to fulfill the responsibilities of ensuring the validity and integrity of the scientific record.

Publication decisions

The editor in chief of Jurnal Ilmu Sosial is responsible for deciding which of the articles submitted to the journal should be published. The decision is based on the recommendation of the journal's editorial board members and reviewers. The journal abides by legal requirements as shall then be in force regarding libel, copyright infringement and plagiarism. The editor confers with the editorial team and reviewers in making this decision.

Non-Discrimination

The editors and reviewers evaluate manuscripts for intellectual content without regard to race, gender, sexual orientation, religious belief, ethnic origin, citizenship, or political philosophy of the authors.

Confidentiality

The editor, reviewers, and editorial staff must not disclose any information about a submitted manuscript to anyone other than the corresponding author, reviewers, potential reviewers, editorial team, and the publisher, as appropriate.

Disclosure and conflicts of interest

Unpublished materials disclosed in a submitted manuscript must not be used by any of the editorial board members and reviewers in their own research.

Duties of Reviewers

Contribution to Editorial Decisions

The journal uses double-blind review process. The reviewers advise the editor-in-chief in making the editorial decision. The editor-in-chief communicates with authors, as required, and helps them in improving quality of their research paper.

Promptness

The journal editors are committed to provide timely review to the authors. If a reviewer does not submit his/her report in a timely manner, the paper is immediately sent to another qualified reviewer.

Confidentiality

Manuscript content is treated with at most confidentiality. The journal uses double blind process. Except for the editor-in-chief, the editors and reviewers cannot discuss paper with any other person, including the authors.

Standards of Objectivity

The editors and reviewers are required to evaluate papers based on the content. The review comment must be respectful of authors. The reviewers are required to justify their decision and recommendation.

Acknowledgement of Sources

Reviewers should identify relevant published work that has not been cited by the authors. Any statement that an observation, derivation, or argument had been previously reported should be accompanied by the relevant citation. A reviewer should also call to the editor's attention any substantial similarity or overlap between the manuscript under consideration and any other published paper of which they have personal knowledge.

Disclosure and Conflict of Interest

Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage. Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

Duties of Authors

Reporting standards

Authors should present an accurate account of the work performed as well as an objective discussion of its significance. Underlying data should be represented accurately in the paper. A paper should contain sufficient detail and references to permit others to replicate the work wherever possible. Fraudulent or knowingly inaccurate statements constitute unethical behavior and are unacceptable.

Data Access and Retention

Authors may be asked to provide the raw data in connection with a paper for editorial review. They should be prepared to provide such data within reasonable time.

Originality and Plagiarism

The authors should ensure that they have written entirely original works, and if the authors have used the work and/or words of others that this has been appropriately cited or quoted. Papers found with such problems are automatically rejected and authors are so advised.

Multiple, Redundant or Concurrent Publication

When a paper is submitted for possible publication, the submitting author makes a written statement that the paper has not been published not it is currently under publication with any other journal. Simultaneous submission is considered unethical and is therefore unacceptable.

Acknowledgment of Sources

Proper acknowledgment of the work of others is required. Authors must cite publications that have led to the authors’ current research.

Authorship of the Paper

Authorship should be limited to those who have made a significant contribution to the research reported in the manuscript. The corresponding author has a responsibility to keep co-authors posted with the review process. If accepted, all authors are required to give a signed statement that the research work is their original research work.

Disclosure and Conflicts of Interest

All authors should disclose in their manuscript any financial or other substantive conflict of interest that might be construed to influence the results or interpretation of their manuscript. All sources of financial support for the project should be disclosed.

Fundamental errors in published works

When an author discovers a significant error or inaccuracy in his/her own published work, it is the author’s obligation to promptly notify the journal editor or publisher and cooperate with the editor to retract or correct the paper.

Ethical Oversight 

If the research involves confidential data and of business/marketing practices, authors should clearly justify this matter whether the data or information will be hidden securely or not.

Jurnal Ilmu Sosial publishes two times in a year i.e. June and December.

All open access articles published in Jurnal Ilmu Sosial (JIS) journals are released under the conditions of the CC-BY-SA (Creative Commons Attribution-ShareAlike 4.0 International License), which permits the following: share, copy and redistribute the work in any medium or format; Adapt: remix, adapt, and extend the work for any purpose, including commercial purposes.

Copyright on articles is retained by the respective author(s), without restrictions. A non-exclusive license is granted to Jurnal Ilmu Sosial (JIS) to publish the article and identify itself as its original publisher, along with the commercial right to include the article in a hardcopy issue for sale to libraries and individuals.

Preamble

Generative artificial intelligence (AI) and AI-assisted technologies (“AI Tools”) are increasingly present in scholarly research, writing, and publishing. When applied responsibly, these tools may support academic work by improving clarity, efficiency, and accessibility. However, their use must remain consistent with the core values of social science research, including intellectual autonomy, methodological rigor, transparency, and ethical responsibility.

This policy establishes principles and standards governing the responsible use of AI by authors, reviewers, and editors of the Journal of Social Sciences (JIS).

1. Policy for Authors

Use of Generative AI in Manuscript Preparation

Authors may use AI Tools in the preparation of manuscripts submitted to JIS, provided that such use remains supportive rather than substitutive of scholarly judgment. Permissible uses include:

  • Assisting with language refinement, grammar, and readability.
  • Supporting the organization of arguments or presentation of ideas.
  • Providing general overviews of research fields to aid early-stage conceptual development.

AI Tools must not replace the author’s intellectual contribution. Authors retain full responsibility for the content of their manuscripts and must ensure that:

  • Accuracy and Verifiability
    All outputs generated with AI assistance are carefully reviewed and verified. Citations, references, and empirical claims must be checked against original and credible sources, as AI-generated references may be inaccurate or fabricated.
  • Scholarly Authenticity
    Manuscripts must reflect the author’s own analysis, interpretation, and theoretical reasoning. AI-generated text must not obscure or substitute original scholarly work.
  • Transparency
    Any substantive use of AI Tools must be openly disclosed to maintain academic trust.
  • Ethical Compliance
    The use of AI Tools must respect data protection, intellectual property rights, and the confidentiality of research participants and unpublished materials.

Responsible Use Principles

Authors are expected to:

  • Review the data handling and privacy policies of AI Tools before use.
  • Avoid entering confidential, sensitive, or personally identifiable data into AI platforms.
  • Refrain from using AI to generate copyrighted materials, images of identifiable individuals, or proprietary content.
  • Ensure that AI Tools are not granted rights to store, reuse, or train on submitted manuscripts.
  • Actively guard against bias, misrepresentation, or distortions introduced by AI-generated outputs.

Disclosure Requirements

The use of AI Tools must be declared at the time of submission in a dedicated AI Declaration Statement, specifying:

  • The name of the AI tool(s) used,
  • The purpose of use,
  • The level of human oversight applied.

Example declaration:

“The author(s) used [tool name] to support language editing and/or organizational clarity. All outputs were reviewed and revised by the author(s), who take full responsibility for the content of this article.”

Routine tools for grammar checking, spelling, or reference management do not require disclosure.
If AI is used as part of the research process (e.g., AI-assisted data coding or analysis), this must be clearly reported in the Methods section.

Authorship

AI Tools may not be listed as authors or co-authors.
Authorship is limited to human contributors who meet established scholarly criteria for intellectual contribution and accountability.

Use of AI in Figures, Images, and Visual Materials

The use of generative AI to create or manipulate figures, images, or visual materials is not permitted.
Minor technical adjustments (e.g., brightness or contrast) are acceptable when they do not alter meaning or interpretation.

Exceptions may apply when AI-based visual generation or analysis is an explicit part of the research methodology. In such cases, full methodological transparency is required, including tool specifications and procedural details.

2. Policy for Reviewers

Confidentiality

Manuscripts under review are confidential documents. Reviewers must not upload, share, or process submitted manuscripts or review reports through AI Tools, as this may violate confidentiality and intellectual property rights.

Use of AI in Peer Review

Generative AI must not be used to evaluate manuscripts, generate review reports, or formulate editorial judgments. Peer review relies on human expertise, critical reasoning, and disciplinary knowledge that cannot be delegated to AI systems.

Reviewers remain fully responsible for the content, fairness, and accuracy of their evaluations.

Limited Supportive Use

Reviewers may use AI-assisted language tools to improve the clarity or grammar of their own review comments, provided that confidentiality and scholarly judgment are not compromised.

3. Policy for Editors

Confidentiality and Editorial Integrity

Editors must not upload manuscripts, reviewer reports, or editorial correspondence into AI Tools. Protecting author confidentiality and unpublished intellectual work is a core editorial responsibility.

Editorial Decision-Making

Editorial decisions must be based on human judgment, scholarly standards, and ethical accountability. Generative AI must not be used to assess manuscript quality or to draft editorial decisions.

Permissible Administrative Uses

Editors may use AI Tools for limited administrative support, such as:

  • Managing submission workflows,
  • Monitoring deadlines,
  • Conducting similarity or plagiarism checks using publisher-approved systems,
  • Assisting with reviewer identification, where ethically and legally appropriate.

Oversight and Compliance

If inappropriate or undisclosed use of AI is suspected, editors are responsible for initiating appropriate follow-up actions in accordance with journal policies.

Definition

Generative AI refers to computational systems capable of producing text, images, audio, or data based on user prompts, including but not limited to tools such as ChatGPT, Gemini, Paperpal, Jenni AI, DALL·E, Jasper, and similar platforms.

Conclusion

The Journal of Social Sciences (JIS) recognizes the potential of AI technologies to support scholarly communication. However, AI must remain a supplementary tool rather than a substitute for human reasoning, ethical judgment, and academic originality. Transparency, accountability, and intellectual integrity remain non-negotiable principles in all stages of research and publication.

This policy will be reviewed periodically to reflect developments in social science research practices and scholarly publishing.
