Keyword: Village, village governance, reform Abstrak Meski memiliki peranan yang penting dan startegis dalam struktur pemerintahan di Indonesia, desa pada rezim pemerintahan yang lalu (Orde Baru) lebih ditempatkan sebagai objek kekuasaan ketimbang subyek. Seiring dengan reformasi pemerintahan yang dimulai tahun 1998, tulisan ini mengkaji bagaimana reformasi itu diupayakan pada pemerintahan desa. Hasil penelitian menunjukkan, sekalipun ada struktur dan fungsi baru dalam pemerintahan desa, antara lain ditunjukkan dengan keberadaan Badan Perwakilan Desa, tetapi reformasi yang berlangsung dipandang belum optimal dikarenakan belum menyentuh manajemen birokrasi yang profesional. Abstractk
