Teknik pengumpulan data menggunakan kuesioner, studi dokumentasi, dan studi pustaka. Instrumen penelitian yaitu kuesioner. Pengolahan data dengan pendekatan SEM-PLS (SmartPLS 4.0). Hasil: Nilai R 2 hasil pengujian model struktural sebesar 0,629. Variabel Pengetahuan (β = 0,252; p-value = 0,006), Sikap (β = 0,333; p-value = 0,000), serta Sanksi (β = 0,208; p-value = 0,0033) berpengaruh signifikan terhadap Partisipasi. Kebijakan (β = 0,063; p-value = 0,619) tidak memiliki pengaruh langsung yang signifikan. Kebijakan tidak memoderasi pengaruh Pengetahuan (β = 0,156; p-value = 0,110) dan Sikap (β = -0,006; p-value = 0,954) terhadap partisipasi. Sanksi tidak memoderasi Pengetahuan (β = -0,097; p-value = 0,288) dan Sikap (β = 0,154; p-value = 0,106) terhadap partisipasi. Simpulan : Partisipasi didorong melalui penguatan aspek internal (Sikap dan Pengetahuan) yang disinergikan dengan Sanksi. Rekomendasi peningkatan partisipasi melalui edukasi, pemberian penghargaan, pengawasan, pelibatan dalam penyusunan kebijakan, diferensiasi tarif retribusi, penegakan hukum berjenjang, dan kolaborasi antar pihak. The effect is noticed by people in the community as well as those working in businesses . sector Business operators in the hotel, restaurant, and café sectors have been directed to manage their waste on their own to reduce the volume of waste sent to the landfill. The aim of this study is to examine the knowledge, attitudes, policies, and sanctions related to business operators’ participation in sustainable waste management . Method: This research is a quantitative investigation employing an explanatory (causal) method, conducted from September to December 2025. The study population consists of 433 business operators in the hotel, restaurant, and café sectors in Batu City. Sampling was conducted through simple random sampling, yielding a sample size of 135. Data collection methods included questionnaires, document analysis, and literature review. The research instruments were questionnaires, and data analysis was performed using SEM-PLS (SmartPLS 4.0) . Result: The findings from the structural equation modeling analysis indicated an R² value of 0.629. Knowledge (β = 0.252; p-value = 0.006), Attitude (β = 0.333; p-value = 0.000), and Sanctions (β = 0.208; p-value = 0.0033) have a significant effect on Participation. Policy (β = 0.063; p-value = 0.619) does not have a significant direct effect. Policy failed to strengthen the relationship between Knowledge (β = 0.156; p-value = 0.110) and Attitude (β = -0.006; p-value = 0.954) on participation. Sanctions do not moderate the effects of Knowledge (β = -0.097; p-value = 0.288) and Attitude (β = 0.154; p-value = 0.106) on participation . Conclusion : Participation is encouraged by strengthening internal factors (attitudes and knowledge) in conjunction with sanctions.
