Penelitian ini menggunakan pendekatan kualitatif dengan subjek penelitian yang terdiri dari informan primer yaitu jajaran Dinas Kesehatan, dan triangulasi yaitu Ketua Pokja IV PKK, Ketua Muslimat, Ketua Gabungan Organisasi Wanita dan Direktur Rumah Bersalin Harapan Bunda. Teknik analisa data menggunakan content analysis/analisa isi. Hasil penelitian menunjukkan bahwa program ASI eksklusif yang meliputi sosialisasi, advokasi, kampanye, pelatihan konselor ASI dan kelompok pendukung ASI, hanya sosialisasi dan advokasi ASI eksklusif yang berjalan namun belum optimal, hal ini dikarenakan program ASI eksklusif belum merupakan program prioritas di Kab Semarang. Saran bagi Pemerintah Kab.Semarang dapat melaksanakan Peraturan Gubernur tentang Peningkatan Pemberian ASI ekslusif dan bagi Dinas Kesehatan Kab.Semarang memprioritaskan program ASI eksklusif sehingga dapat meningkatkan cakupan ASI eksklusif di Kab.Semarang. The purpose of this study is to analysis the implementation of exclusive breastfeeding program in Semarang District. This study uses the qualitative approach to the subject of study which consists of primary resource persons, they are Head of District Health Office and resource persons of triangulation, they are Chairman of Working Group IV of PKK (Empowerment of Family Welfare), Chairman of Muslimat NU (Nahdlatul Ulama), Chairman of GOW (Woman Organization Group), and Director of Harapan Bunda Hospital. The technique of Data analysis used in this study is content analysis. The result of this study is that the exclusive breastfeeding program which includes socialization, advocacy, campaign, training of breastfeeding counselors, and supporting groups of breastfeeding, only two of them: those are socialization and advocacy which run, but they are not optimal. This is because the program has not been a priority in Semarang District. Suggestion for the local government (Semarang District) is to implement the Governor Regulations on Improving Exclusive Breastfeeding, and for Semarang District Health Office to prioritize the programs of exclusive breastfeeding in order to increase the coverage of exclusive breastfeeding of Semarang District.
