Abstract

Dokumen Kajian Lingkungan Hidup Strategis (KLHS) Rencana Detil Tata Ruang (RDTR) Kawasan Perkotaan Manokwari ditujukan untuk mengendalikan aktifitas pembangunan di kawasan perkotaan agar serasi, terpadu, dan dapat meningkatkan kesejahteraan masyarakat. Adanya peran serta stakeholder dalam penyusunan KLHS RDTR adalah salah satu hal yang dapat menjadi penentu keberhasilan dalam penegakan aturan mengenai tata ruang. Tujuan penelitian ini adalah untuk mengkaji peran (pengaruh dan kepentingan) stakeholder dalam penyusunan dokumen KLHS RDTR Kawasan Perkotaan Manokwari. Pengumpulan data dilakukan dengan cara Porposive sampling. Analisis yang digunakan adalah stakeholder analysis (SA) mengunakan Matriks Brysson untuk mengidentifikasi dan mengkategorikan stakeholder. Hasil identifikasi menunjukan terdapat 18 pemangku kepentingan yang terlibat dalam penyusunan KLHS RDTR Kawasan Perkotaan Manokwari dengan perannya masing-masing. Di antara para pemangku kepentingan/stakeholder tersebut yang termasuk dalam stakeholder kunci yang memiliki pengaruh kuat dan peranan penting dalam penyusunan dokumen KLHS RDTR  yaitu terdapat dua dua organisasi perangkat daerah Provinsi Papua Barat yaitu Dinas Pekerjaan Umum dan Perumahan Rakyat (PUPR) Provinsi Papua Barat, serta Kesatuan Pengelolaan Hutan Lindung (KPHL) unit XII, Organisasi perangkat daerah yang berasal dari kabupaten manokwari diantaranya Dinas Pekerjaan Umum dan Penataan Ruang, Badan Perencanaan Pembangunan Daerah, Dinas Lingkungan Hidup dan Pertanahan serta Dinas Perumahan dan permukiman masyarakat. Meskipun pemerintah telah mengacu pada peraturan perundang-undangan, namun secara pelaksanaannya penyusunan KLHS RDTR masih belum maksimal dalam melibatkan peran serta Stakeholder. Diperlukan kajian cepat terkait peran stakeholder sebelum dilakukan KLHS sehingga peran semua stakeholder bisa lebih maksimal. Selain itu perlu adanya regulasi atau protap sebagai alur komunikasi sehingga penyusunan dokumen perencanaan dapat terintegrasi dan interaksi antar-pemangku kepentingan menjadi lebih baik.
