Abstract
Perwujudan Kota Cerdas di Indonesia sangat bergantung pada partisipasi aktif dari masyarakat. Kota Cerdas merupakan sebuah konsep yang mendorong pada penerapan berbagai teknologi dalam memudahkan dan mendukung aktivitas pembangunan yang dilakukan oleh stakeholder terutama yang berkaitan dengan pengembangan ekonomi, sosial, lingkungan dan tata kelola. Organisasi Berbasis Masyarakat (OBM) memiliki peran penting dalam memfasilitasi program dan kegiatan Kota Cerdas yang melibatkan partisipasi, tindakan kolektif, dan pemberdayaan masyarakat. OBM berfungsi membangun komunitas yang meningkatkan kekuatan negosiasi dalam pengambilan keputusan dan memperluas akses informasi dan jaringan. OBM dalam konteks ini termasuk organisasi profesi, pedagang, kelompok usaha, kelompok budayawan, dan lain-lain. Penelitian ini bertujuan untuk memberikan kajian empiris tentang peran OBM dalam mendorong perwujudan Kota Cerdas berbasis masyarakat, dengan fokus pada pengembangan Komunitas UMKM di 4 Kampung Kreatif di Kota Surakarta: Laweyan, Sondakan, Potrojayan, dan Kauman. Penelitian menggunakan pendekatan kualitatif melalui wawancara dan focus group discussion (FGD) melibatkan perwakilan OBM, perwakilan pemerintah daerah, dan pelaku usaha mikro kecil dan menengah (UMKM) di keempat lokasi studi. Hasil penelitian menunjukkan bahwa peran OBM dominan dalam menginisiasi inovasi dan teknologi sekaligus sebagai wadah pertukaran pengetahuan, mediator transfer teknologi dan inovasi ramah lingkungan. Namun, tingkat dominasi OBM berbeda-beda di setiap lokasi, dipengaruhi oleh dukungan dan kepercayaan dari lembaga formal di atasnya.
