Tujuan dari penelitian ini adalah untuk mengevaluasi program STBM khususnya pilar pertama di kabupaten pekalongan berdasarkan aspek Input, Proses, dan Output. Metode: Penelitian ini merupakan penelitian deskriptif analitik dengan metode kualitatif, teknik pengambilan sampel yang digunakan yaitu purposive sampling. Kemudian teknik pengumpulan mengunakan wawancara mendalam ( Indeptht Interview ) dan observasional kepada Informan utama Kepala Seksi dan 1 staff Seksi Kesling dan Kesjaor di Dinas Kesehatan Kabupaten Pekalongan, dan Fasilitator Kabupaten Pekalongan, dan Informan Triangulasi Sanitarian di Puskesmas Kesesi 1, Puskesmas Wonopringgo, dan Puskesmas Doro 1. Hasil: Hasil dari penelitian menunjukan pada aspek input kuantitas dan kualitas tenaga masih kurang, kekurangan dana untuk pembangunan fisik, sarana dan prasarana sudah baik dan cukup, tidak adanya kebijakan daerah untuk mendukung penciptaan lingkungan yang kondusif, dan sosialisasi sudah cukup dilakukan. Pada aspek Proses menunjukan belum optimalnya pelaksanaan advokasi, belum terbentuknya fasilitator desa, belum optimalnya kerjasama lintas sektor, tidak dilakukan transect walk yang merupakan tahapan pemicuan, dan juga pelaksanaan monev yang belum maksimal. Kemudian output belum tercapai sesuai target yang ditentukan. Simpulan : Pelaksanaan program STBM pilar pertama di Kabupaten Pekalongan belum optimal dan masih memiliki kendala pada variabel man, money, methode, planning, organizing, dan actuating. Kata kunci: Evaluasi; program STBM; BABS ABSTRACT Title: Evaluation Program Of CLTS In The First Pillars Stop Open Defecation In Pekalongan District Background: CLTS is a program to support achieving SDGs at point 6. It has 5 pillars and the first pillar is Open Defecation free which is the door to achieve hygienic and sanitary conditions. Human feces that are disposed of carelessly are a medium for accelerating disease transmission because it can contaminate water sources, causes waterborne disease, and recontamination of water and food sources, either directly or indirectly. The ODF achievement of Pekalongan Regency was among the 3rd lowest in Central Java and had not fit the government's target. The purpose of this study was to evaluate the STBM program, especially the first pillar in Pekalongan district based on the aspects of Input, Process, and Output. Method: This research was a descriptive analytic study with qualitative methods, the sampling technique used was purposive sampling. Then the collection techniques used was in-depth interviews and observational interviews. The main informants of this study were the Head of Section and 1 staff of the Kesling and Kesjaor Section at the Pekalongan District Health Office, and Pekalongan District Facilitators. Then the triangulation informants were sanitarian at Puskesmas Kesesi 1, Puskesmas Wonopringgo, and Puskesmas Doro 1. Result: The results of the study showed that in terms of input, the quantity and quality of labor was still lacking, lack of funds for physical development, facilities and infrastructure were good and sufficient, there was no regional policy to support the creation of a conducive environment, and sufficient socialization was carried out. In terms of process, it showed that the implementation of advocacy had not been optimal yet, a village facilitator had not been formed, a cross-sector cooperation had not been optimal yet, a transect walk which was a triggering stage had not been done, and also the implementation of monev had not been maximized yet. Then the output had not been achieved according to the specified target. Conclusion : The implementation of the first pillar CLTS program in Pekalongan Regency has not been optimal and still ha d constraints on the variables man, money, methods, planning, organizing, and actuating.
