Kajian Perkiraan Dampak Rencana Pembangunan Pelabuhan Onshore Bagi Masyarakat di Pesisir Kota Pekalongan

Pelabuhan Perikanan Nusantara Pekalongan (PPNP) mengalami penurunan kinerja akibat banjir rob dan penurunan tanah. Pemerintah Kota Pekalongan berupaya mengatasi permasalahan tersebut melalui rencana pembangunan Pelabuhan Onshore untuk meningkatkan sektor perikanan tangkap dan perekonomian masyarakat di sekitar kawasan pelabuhan. Namun demikian, sebagaimana umumnya rencana pembangunan di Indonesia, belum ada evaluasi awal (ex-ante) yang dilakukan meskipun keberadaannya dapat meminimalisir masalah dan ketidaksesuaian hasil. Oleh karenanya penelitian ini bertujuan mengkaji perkiraan dampak rencana pembangunan Pelabuhan Perikanan Onshore bagi masyarakat di pesisir Kota Pekalongan pada aspek fisik ruang dan sosial-ekonomi menggunakan pendekatan ex-ante. Lokasi penelitian adalah Kelurahan Panjang Wetan dan Kelurahan Krapyak, Kota Pekalongan. FGD dan wawancara dilakukan guna menghimpun data penilaian masyarakat terhadap rencana pembangunan dan pendapat mengenai dampak. Hasil penelitian menunjukkan bahwa penilaian masyarakat untuk aspek fisik ruang dan aspek sosial-ekonomi pada tahap perencanaan berkorelasi positif terhadap perkiraan dampak pada tahap pembangunan dan operasional, sehingga penilaian antara dampak positif dan negatif menjadi seimbang. Selain itu, terpenuhinya informasi mengenai komponen-komponen evaluasi ex-ante dalam rencana pembangunan Pelabuhan Onshore dapat menjadi indikasi awal kesesuaian antara rencana pembangunan Pelabuhan Onshore dengan kebutuhan masyarakat.
