SUSTAINABILITY ANALYSIS OF TILAPIA CULTIVATION IN FLOATING NET CAGES (FNC) IN KEDISAN VILLAGE, BALI PROVINCE

Abstract
Floating net cage (FNC) are an aquaculture system that utilises natural water circulation through netted enclosures installed to float on the water’s surface. The village of Kedisan, Bangli, Bali located on the shores of Lake Batur has developed tilapia (Oreochromis mossambicus) aquaculture using the FNP system as one of its key economic sectors. However, this practice faces pressures in the form of upwelling phenomena and declining water quality due to the intensification of aquaculture. This study aims to analyse the level of sustainability of tilapia aquaculture in FNS from economic, social, and environmental perspectives, identify sensitive attributes that influence sustainability, and develop scenarios for improving sustainability. The approach used was a descriptive qualitative method employing Multiaspect Sustainability Analysis (MSA) using the Eximpro software based on Rapid Appraisal for Fisheries (RAPFISH). Primary data were obtained through surveys, in-depth interviews, and questionnaires administered to 13 key informants. Secondary data were sourced from official statistics and previous studies. The results of the study indicate that the sustainability score of 72.01 falls within the “sustainable” category. The economic aspect scored 81.44, and the social aspect scored 89.29; both aspects are classified as “highly sustainable.” Meanwhile, the environmental aspect scored 45.29, falling into the “less sustainable” category. Leverage analysis identified the key sensitive attributes for each aspect. Sensitive attributes for the economic aspect include the impact of upwelling and the savings rate; for the social aspect, they encompass knowledge utilization and educational level; while for the environmental aspect, they consist of FNC density and aquaculture waste management. A scenario simulation of improvements through moderate interventions on these sensitive attributes increased the sustainability score to 85.83. Meanwhile, an optimistic intervention increased the score to 96.05, placing it in the “highly sustainable” category. These findings confirm that strengthening the socioeconomic capacity of aquaculturists and improving environmental management are key to ensuring the long-term sustainability of tilapia aquaculture in floating cages in Kedisan Village.
