Abstract

Provinsi Riau memeliki perkebunan kelapa sawit terluas di Indonesia mencapai 3.494.583 ha telah memberikan kontribusai terhadap perekeonomian, meningkatkan kesejahteraan dan berdampak terhadap lingkungan. Penelitian ini bertujuan untuk menghitung ketersediaan barang hipotetik pada perkebunan kelapa sawit rakyat, besarnya kesediaan membayar terhadap barang hipotetik dan mengetahui factor-faktor yang mempengaruhinya. Penelitian ini bersifat kualitatif dan kuantitatif dengan menggunakan dengan pendekatan Contingent Valuation Method (CVM) menggunakan metode analisis spasial, analisis full costing, dan analisis regresi logistik biner. Hasil penelitian menunjukkan bahwa kondisi optimal daya dukung lingkungan hidup telah terlampauiseluas 19,34 ha, sedangkan kondisi daya dukung air dan pangan masih belum terlampaui. Responden yang bersedia membayar (WTP) sebanyak 181 orang rerata pendapatan sebesar Rp.1,353,143/ha/bln, sedangkan responden yang tidak bersedia membayar WTP sebanyak 79 orang dengan rerata pendapatan sebesar Rp. 865,118 /ha/bln. Faktor-faktor yang mempengaruhi WTP melibatkan variabel luas lahan, pendidikan pekebun, produktivitas lahan, pendapatan pekebun, daya dukung pangan, daya dukung air, legalitas lahan, dan kesesuaian ruang. Sementara itu, faktor-faktor yang mempengaruhi besarnya pembayaran (WTP) melibatkan variabel luas lahan, pendidikan pekebun, produktivitas lahan, pendapatan pekebun, daya dukung air, dan legalitas lahan. Program PSR dengan menerapan Good Agricultural Practices (GAP) dan sertifikasi ISPO secara lingkungan dapat meningkatkan DDDTLH, daya dukung air dan daya dukung pangan. Program PSR bertujuan untuk meningkatkan produktivitas lahan, pendapatan pekebun, kepastian legalitas lahan dan meningkatkan sumberdaya manusia pekebun. Kesimpulan menunjukan bahwa pekebun yang mengikuti program PSR dan menerapkan GAP akan bersedia dan membayar WTP lebih besar.
