Abstract
Efektifitas lapas dalam menanggulangi tindak pidana teroris memunculkan pertayaan serius apakah efektifitas lapas pembinaan narapidana saat ini masih relefan atau tidak.Berbagai permasalahan yang kemudian menjadi akar dari permasalahan lainnya kemudian melemahkan fungsi lapas sebagai institusi perbaikan sosial masyarakat. Penelitian ini bertujuan untuk mengetahui (1) efektifitas pemberdayaan lapas klas lll gunung sindur Bogor, (2) model pembinaan narapidana di masa mendatang.Penelitian ini menggunakan metode yuridis empiris.Data sekunder dari perundang-undangan dan data kepustakaan yang berkaitan dengan terorisme,data primer didapatkan melalui Focus group discussion (FGD). Hasil yang didapatkan dari penelitian ini menunjukkan bahwa masih terdapat permasalahan pada sejumlah aspek pengelolaan seperti rasio petugas lapas dan narapidana dan kurang optimalnya implementasi berbagai program pemberdayaan dalam mempersiapkan proses asimilasi di masyarakat.
