Jurnal Hukum Progresif (JHP), also known as the Progressive Law Journal, is a peer-reviewed academic journal in the field of legal studies published by the Doctoral Program in Law, Faculty of Law, Universitas Diponegoro, Semarang, Indonesia. The journal was founded upon the intellectual legacy of Professor Satjipto Rahardjo, one of Indonesia’s most influential legal scholars and the principal originator of progressive legal thought. His scholarship emphasises that law should not be understood merely as a rigid system of rules, but as an instrument for advancing humanity, substantive justice, and social welfare.

Jurnal Hukum Progresif was first published in 2005 and is issued twice a year, in April and October. The journal accepts manuscripts written exclusively in English and operates as an open-access journal using a double-blind peer-review process. It provides an international academic platform for national, comparative, transnational, and interdisciplinary legal scholarship, particularly research that critically examines the relationship between law, justice, power, and social transformation.

The journal publishes original research articles, conceptual and theoretical studies, case analyses, review articles, book reviews, and scholarly notes addressing contemporary legal developments. Its primary orientation is progressive legal scholarship grounded in non-positivistic, socio-legal, critical, and interdisciplinary approaches. The journal encourages contributions that move beyond the formal description of legislation and analyse how law operates within social, political, economic, cultural, religious, technological, and environmental contexts.

The focus of Jurnal Hukum Progresif encompasses progressive jurisprudence and legal philosophy; human rights and social justice; gender, sexuality, and reproductive justice; criminal justice reform, victim protection, restorative justice, and penal policy; legal pluralism, customary law, living law, and indigenous justice; disability rights, inclusive education, and access to justice; law, technology, artificial intelligence, digital platforms, cybercrime, and intellectual property; environmental, energy, land, and sustainable development law; as well as governance, public policy, regulatory reform, transparency, and state accountability. The journal also welcomes studies in private law, criminal law, constitutional law, administrative law, procedural law, business law, international law, and Islamic law, provided that they offer a critical, progressive, comparative, or socially relevant contribution.

The principal aim of Jurnal Hukum Progresif is to disseminate high-quality and original legal research to the widest possible academic and professional audience. The journal seeks to contribute to the advancement of legal knowledge, the development of progressive legal theory, the improvement of public policy, and the promotion of legal systems that are just, inclusive, responsive, and socially accountable.

Jurnal Hukum Progresif welcomes submissions from authors worldwide. Every submitted manuscript must constitute the authors’ original work and present research findings and analysis accurately, transparently, and responsibly. Manuscripts must not have been previously published, must not be under consideration by another journal, and must not be submitted elsewhere while undergoing the editorial and peer-review process at Jurnal Hukum Progresif.

All submitted manuscripts are screened for textual similarity using Turnitin before entering the peer-review process. The maximum permitted similarity index is 15%. Manuscripts with a similarity index exceeding this threshold may be returned to the authors for revision or rejected by the editorial board. Regardless of the overall similarity score, manuscripts containing plagiarism, unattributed material, duplicate publication, data fabrication, falsification, or other forms of academic misconduct will be rejected in accordance with the journal’s publication ethics policy.

Jurnal Hukum Progresif (JHP) has been indexed in Dimensions, Crossref, Garuda, and Google Scholar.  JHP already has ISSN (Print): 1858-0254 & ISSN (Online): 2655-6081. The website of the journal can be accessed through https://ejournal.undip.ac.id/index.php/hukum_progresif.
